<br />N. Exhibit I fails to indicate that the applicant has completed the application in <br />consultation with the "Soil Conservation Service or other qualified person." If <br />such consultation has taken place, the applicant has failed to identify the qualified <br />person. <br />O. Exhibit I fails to address suitability of the topsoil at this site for establishment and <br />maintenance of plant growth. The general chazacteristics provided for Sharps <br />Loam does not address the difference in suitability for plant growth that results <br />from the recognized "difference between the propose site and the typical Sharps <br />Loam. " <br />P. Exhibit J contains a generic narrative for "Loamy Foothills" and fails to include <br />quantitative estimates for each life form represented at the proposed site and fails <br />to present a relationship between vegetation and soil types. Rule 6.4.10(1) <br />Q. Exhibit J fails to estimate carrying capacity. Rule 6.4.10(1)(6) (Exhibit L and <br />various required public notices indicate that rangeland is the choice of <br />reclamation.) <br />R. Exhibit C fails to show the relation of the types of vegetation to existing <br />topography. Rule 6.4.10 <br />Exhibit K indicates that the site will be subject to summer thunderstorms. The <br />application fails to address the affect that these thunderstorms will have on the <br />mining operations and reclamation and the resulting impact to downhill and <br />downstream properties and watercourses. <br />T. Exhibit L fails to provide all information necessary to calculate the costs of <br />reclamation for the various major phases of the operation. <br />U. Exhibit L is relevant only to Unit I (the smallest unit area anticipated) and ignores <br />all other major phases of the proposed operation. <br />V. Exhibit L fails to estimate the quantity of water needed to revegetate the site <br />during reclamation. In the event that no water will be used during initial phases <br />of revegetation, there is no indication of the ongoing activities that will be <br />necessary to re-establish the fragile, semi-and vegetation found at the site. <br />W. Exhibit M indicates there are "applications pending." Although the statements in <br />the application were made under penalty of perjury, inquiries to the agencies <br />identified in the application have uncovered no record of applications submitted <br />by Daren Stone or Stone Gravel concerning the proposed Stone Gravel Pit. The <br />following agency personnel were contacted by counsel. <br />4 <br />
