The application does not name and describe the intended use of the incidental <br />products that are expected to be extracted by the proposed operations; i.e. no plan <br />has been presented for the cultural artifacts that are expected to be unearthed. <br />Rule 6.4.4(h) <br />D. Exhibit E does not compaze the proposed post-mining and pre-mining land uses. <br />Multiple uses of the federal lands include grazing under current federal permits, as <br />well as recreation and wildlife uses, but are not discussed in the application. <br />E. Exhibit F does not indicate the proposed topography of the reclaimed lands in <br />sufficient detail to meet the mandatory requirements of Rule 6.4.6. Only one <br />contour line (5840) is included in the reclamation map. <br />F. Exhibit F does not portray the proposed final land use for each portion of the <br />affected lands. <br />G. Exhibit G fails to include a statement or a plan showing how runoff will be <br />managed to protect against pollution of either surface or groundwater. This <br />omission is of special concern because the pre-mining map shows that runoff from <br />the site will flow down tvvo watercourses that join and then cross the Bell <br />property. <br />H. Exhibit G fails to estimate the annual volumes of water required for development, <br />mining and reclamation phases of the project. Rule 6.4.7(3). <br />I. Exhibit G fails to indicate the projected amount from each of the sources of water, <br />and further fails to indicate that the applicant has or even can acquire the water <br />required for mining operations and reclamation. <br />J. Exhibit H fails to provide a meaningful description of the wildlife resources on <br />the affected land. <br />K. Exhibit H fails to describe the effects during and after the operation. This area is <br />a significant winter range and migration route for deer and mountain lions. <br />L. Exhibit H does not describe the effects of increased human activity, including <br />effects of noise and traffic caused by hauling 60,000 gallons of water per day in <br />addition to mined material hauling operations. <br />M. Exhibit H does not address the affect on listed threatened and endangered species, <br />or birds protected by the Migratory Bird Protection Act that use the azea on a <br />regular and seasonal basis. <br />
