Option 2 - Monitoring, Containment, & Control Plan :During the review process for this Regulaz 112 <br />Application, the applicant will submit for Division review and approval a detailed Monitoring, <br />Containment, & Control Plan which will be used by the operator during mining, and based on analysis of <br />drill cuttings from blast holes, to determine whether there is sufficient uranium in the blast area to warrant <br />further monitoring, containment, and control measures within the affected land. Such detailed plan must <br />include a discussion of the toxicology of uranium, that is, the level above which radiation regulations <br />would require dust control, and/or the level above which water quality regulations would require water <br />treatment. The detailed plan must also specify what measures will be employed by the operator if the <br />results from analysis of drill cuttings verify there is sufficient uranium in the blast azea. These measures <br />must include, at a minimum, further sampling and monitoring to determine the extent of uranium <br />mineralization, mitigafion measures to be employed to ensure minimization of potential impacts to human <br />health and the environment, containment measures to be employed in the event of an exceedance of <br />allowable levels of uranium in dust or surface waters, and any other control measures to be employed to <br />ensure the compliance of all applicable Federal, State, and local regulations. <br />Option 3 -Applicants Proposal : The applicant may propose another method to be reviewed and <br />approved by the Division. <br />FueU0i1 Storage -The applicant specifies on page 11 that fuel and oil needed for equipment will be <br />stored in above ground containers appropriate for such use. Please provide details on the storage location, <br />esfimated volume of fuel and oil to be stored on site, and the primary and secondary containment measures <br />to be used to protect surface and groundwater resources in the affected land and surrounding azea. Also, <br />the Division has attached a copy of our spill prevention, control, and countermeasures policy that will need <br />to be incorporated into the proposed application. Please respond. <br />6.4.5 EXHIBIT E -Reclamation Plan <br />Plant Growth Medium -The applicant specifies on page 12 that the amount of salvageable topsoil is <br />limited, that topsoil amendments will be brought in from off site if necessary, and that fines from the <br />processing plant will be replaced to a minimum depth of 2 feet over the unconsolidated rock created during <br />the blasting and grading phases. In conformance with Rule 6.4.5(1), please specify the range of depth for <br />plant growth medium to be applied over disturbed surfaces to be re-vegetated, such as highwall benches <br />- - - an3"the waaste rock pile.- In addition, prase specify the acFeage o7 all surfaces~o~re re-vegetate~~uririg <br />final reclamation. Finally, please quantify or estimate the volume of topsoil, amendments, or other plant <br />growth medium that will need to be imported from offsite in order to achieve re-vegetation. Please <br />respond. <br />Re-vegetation Plan -The applicant specifies on page 15 that grasses and forbs will be seeded with a <br />hydroseeder. Tn conformance with Rule 6.4.5(2)(d), please clarify the method for seeding of reclaimed <br />mine benches. Also, in conformance with Rule 6.4.5(2)(f)(iv), please specify the quantities, size, location, <br />and planting methods for establishment of tree and shmb species listed on Table E-2, Page 15. Finally, <br />please confirm whether irrigation of re-vegetated azeas will be performed, the period of application, and <br />the volume of water required. Please address. <br />6.4.6 EXHBIT F -Reclamation Plan Man <br />Revisions -Please revise Exhibit F-Reclamation Plan Map to show positive drainage of the quarry floor, <br />
