PART I
Page xiii
Permit No. CO-OOa35G7
E. SPECIAL REQUH2EDfENTS
?. Storme•ater Requirements (continued)
ladmgs ponds;
crushing facilities or significant dust and particulate generating activities;
on-site waste disposal practices; and
stockpiles of overburden, raw material, intermediate products, byproducts, finished products or waste
products.
Factors to consider include: the toxicity of the material; quantity of chemicals used; amount of material
processed; the likelihood of contact with stormwater; and history of significant drainage, leaks or spills of toxic
or hazardous pollutants. In each case where stormwater pollution potential exists, appropriate preventive
measures must be identified and implemented.
c. Preventive 117aintenance - A preventive maintenance program shall be included. The program shall involve
maintenance of stormwater management devices (e.g., maintenance of dikes separating mine drainage from
stormwater, cleaning oil/water separators and catch basins, etc.), as will as maintenance of equipment and
systems to prevent condmons that could causa breakdowns or failures resulting in discharges of pollutants to
surface waters.
d. Good Housekeeping - Good housekeeping rcgmres the maintenance of a clean, orderly facility. This part of
the SWMP should address cleaning and maimenance schedules, trash disposal and collection practices, grounds
maintenance, etc.
e. Spill Prevention and Respor~se Procedures -Areas where potential spills can occur, and their accompanyine
drainage points, shall be identified clearly in the SWMP. Procedures for cleaning up spills shall be identified in
the plan and made available to the appropriate personnel.
C Bost 1ltanaRemen[ Practices -The SWMP shall contain a narrative description of the appropriate stormwater
management practices for the Coal Basin Minea. Based on an assessment of the potential of variow sources ai
the site to contribute pollutants to stormwater discharges associated with mining operation, the plan shall prowde
estimated dates of compliance for ashen the measures determined to be reasonable and appropriate shall he
tmplemented and maintained. Any existing controls should also be discussed. The description of the BMPs shall
include:
(i) stormwater diversion: Describe how and where srormwater will be diverted away from material handlinr
and storage areas to prevent stormwater contamination.
(ii) Materials handling and spill prevention: \1'here materials can impact stormwater mnoff, practices that
reduce the potential for contamination shall be described and implemented.
(iii) Sediment and erosion prevention: Describe practices that will be used to reduce
erosion and prr~•em sediment delivery to Slag watnrs.
Employee Education -The SWMP shall ieciud_ an employee education program to inform personnel at all
levels of respunsibilin of the components and goals of the S\~'t`1 P. Education should address topics such as
spill responsz, good housekeeping and m:+tensl management practices. The SWMP shall identify periodic d:ur>
for such instruction.
h. Testing I'or Nun-Stnrntw'aler -The S\tiT1P shall include certification that the discharges have been tested or
evaluated for the presence of non-stormwater discharges such as mine dramaee, contaminated sprin^_s, sanitan
wnuc. tit process ~~.:u~r of anc kind. The ccruli_atron shall include a description of the. results of any test for
ihr prosence of non-,tormwater discharges, the msshod(;) used, the date of anv testing, and thr on-site drnin:e'r
pomu Thal 0.'C rC directly observed doting the t<,t. If the certitlcauon is based solzly on interpretation of the
revelations, a justi ficdnon of th+s intzr)~rrtnuun mu,i be included
vi) Comnrehensroe Insnecuen The S\VMP .hall idrnn (~ yu:+lihed personnel who shall inspect drsicnatzd rquipm~ni
and mine are:u at appropriate inton;ds spenlied in ih= phm (at Icast twice a rear, in the sprim~ and gill).
vii+ Rccurdkrcnim: ;md Intr real Renottinr~ Prn:;cdure~.
