Storme•ater Requirements (continued) <br />ladmgs ponds; <br />crushing facilities or significant dust and particulate generating activities; <br />on-site waste disposal practices; and <br />stockpiles of overburden, raw material, intermediate products, byproducts, finished products or waste <br />products. <br />Factors to consider include: the toxicity of the material; quantity of chemicals used; amount of material <br />processed; the likelihood of contact with stormwater; and history of significant drainage, leaks or spills of toxic <br />or hazardous pollutants. In each case where stormwater pollution potential exists, appropriate preventive <br />measures must be identified and implemented. <br />c. Preventive 117aintenance - A preventive maintenance program shall be included. The program shall involve <br />maintenance of stormwater management devices (e.g., maintenance of dikes separating mine drainage from <br />stormwater, cleaning oil/water separators and catch basins, etc.), as will as maintenance of equipment and <br />systems to prevent condmons that could causa breakdowns or failures resulting in discharges of pollutants to <br />surface waters. <br />d. Good Housekeeping - Good housekeeping rcgmres the maintenance of a clean, orderly facility. This part of <br />the SWMP should address cleaning and maimenance schedules, trash disposal and collection practices, grounds <br />maintenance, etc. <br />e. Spill Prevention and Respor~se Procedures -Areas where potential spills can occur, and their accompanyine <br />drainage points, shall be identified clearly in the SWMP. Procedures for cleaning up spills shall be identified in <br />the plan and made available to the appropriate personnel. <br />C Bost 1ltanaRemen[ Practices -The SWMP shall contain a narrative description of the appropriate stormwater <br />management practices for the Coal Basin Minea. Based on an assessment of the potential of variow sources ai <br />the site to contribute pollutants to stormwater discharges associated with mining operation, the plan shall prowde <br />estimated dates of compliance for ashen the measures determined to be reasonable and appropriate shall he <br />tmplemented and maintained. Any existing controls should also be discussed. The description of the BMPs shall <br />include: <br />(i) stormwater diversion: Describe how and where srormwater will be diverted away from material handlinr <br />and storage areas to prevent stormwater contamination. <br />(ii) Materials handling and spill prevention: \1'here materials can impact stormwater mnoff, practices that <br />reduce the potential for contamination shall be described and implemented. <br />(iii) Sediment and erosion prevention: Describe practices that will be used to reduce <br />erosion and prr~•em sediment delivery to Slag watnrs. <br />Employee Education -The SWMP shall ieciud_ an employee education program to inform personnel at all <br />levels of respunsibilin of the components and goals of the S\~'t`1 P. Education should address topics such as <br />spill responsz, good housekeeping and m:+tensl management practices. The SWMP shall identify periodic d:ur> <br />for such instruction. <br />h.
