PART 1 <br />Page xii <br />Pertrtit No. CO-OOa3567 <br />E. SPECIAL REQUIREMENTS <br />2. stormwater ReauiremenLS (continued) <br />ii) Area Subject to Effluent Limitations Guidelines. The SWMP shall describe the portions of the site which contributz <br />runoff to areas subject to effluent litrtitations guidelines contained in 40 CFR subchapter N. <br />tit) Si[e Mao. The plan shall provide a site map or maps which indicatz the following information, at a minimum. <br />For the entire area: <br />- mining/milling site boundaries and access and haul roads; <br />- equipment storage, fueling and maintenance areas; <br />- materials handling areas; <br />- areas used for storage of overburden, materials, soils or wastes; <br />- areas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainage or any other process water; <br />- tailings piles/ponds, both new and pre-existing; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; and <br />- boundaries of areas that contribute runoff to outfalls that are subject to effluent limitations guidelines. <br />For those areas outside of the areas that contribute runoff to outfalls that arz sub_lect to effluent limitations <br />gmdelines: <br />- an estimate of the direction(s) of Flow; <br />- stormwater outfalls and an outline: of the drainage area of each stormu•aizr outfalls <br />- each existing structural control measure to reduce pollutants in stormwater runoff; and <br />- the location of impervious structures (e.g. parking lots, roofs, etc.) <br />iv) Description of Potential Pollutant Sources/Material Inventory. The plan shall providz a description of potential <br />sources which may reasonably be expected to add pollutants to stormwater discharges. The plan shall identify all <br />activities and materials which may potentially be pollutant sources. This description of sources should aeree with <br />sources identified on the site map. The description shall include, at a minimum: <br />a. An inventory and narrative description of significant materials [hat have been treatzd, stored or disposed of in a <br />manner [o allow exposure to stormwater from January 1, 1990 to the present; method of on-site storage or <br />disposal; and materials management practices employed to mimmizz contact of thesz materials with stormwater <br />runoff bztween January i, 1990 and the present. <br />h. ,4 list of sigm ficant spills and significant leaks of toxic or haL3rdous pollutants that occurred ai the facilely from <br />January 1, 1990 to the present. <br />c. For each mining site aria that generates stormwater discharges with a reasonable potzntial fur containing <br />pollutants, identification of the potential pollutants which are likzly to be presznt m thz stormrater discharges. <br />d. A summary of any ezistme discharge sampline data descnbine pollutants m the stornncater dischargzs. <br />v) stormwater Quality Controls. The S\VMP shall include a description of stormwater quality con:ro!s to be <br />implemented at the Coal Basin Mmes. The control measurzs shall rzFlzct idznufied potrmial sources of polluants <br />at thz site.
