Sherman <br />Executive Director <br />(VecanO <br />State Engineer <br />This letter is in response 20 your application of March 8, 2007 requesting a substitute water <br />supply plan ("SWSP") for a sand and gravel pit owned by Park County Road and Bridge Department <br />("Park County" or "Applicant") in accordance with C.R.S. § 37-90-137(11). The required fee of <br />$1,593 for the SWSP has been paid. <br />This SWSP describes the proposed water uses at the historically mined Ansley Fiat Pit <br />during the next two years of this operation. The proposed SWSP anticipates an annual net <br />depletion of 1.95 acre-feet for a maximum of 0.80 acres of exposed groundwater surface during <br />the approval period. Depletions from the mining of this existing operation will accrue to the Middle <br />Fork of the South Platte River. <br />You have provided a monthly breakdown of the annual depletions, which total 1.45 acre- <br />feet of evaporative toss from a maximum of 0.80 acres of groundwater exposed after January 1, <br />1981 and 0.5 acre-feet of wafer used for dust control. No dewatering is provided or sought under <br />this SWSP. This site is currently being dry mined, thus no increase in the amount of exposed <br />ground water is projected for the term of this SWSP. The final reclamation plan for this site <br />proposes to backfill the ground water pond to eliminate the long term augmentation requirement. <br />Computation of evaporation under This SWSP was reduced during the ice cover period. <br />You have assumed the ice cover period to extend from November through March; however, for the <br />purpose of this plan, the Applicant shalt replace the net evaporation depletions from the exposed <br />ground water surface area that may occur during the assumed ice cover period (November <br />through March) for any time that the pit is not completely covered by ice. Computation of the net <br />evaporation during any time Yhai the pit is not completely covered by ice shall be determined as <br />the pro-rata amount of fhe monthly gross evaporation rate distribution amount identified in the <br />State Engineer's General Guidelines for Substitute Supply Plans for Sand and Gravel Pits, <br />subtracting the pro-rata amount of the effective precipitation for that period. <br />
