Section 776.11 (b) Continued. <br />• ground water, will be negligible. In the event air proves to be an <br />insufficient drilling medium, a non-toxic biodegradable foam will <br />be used. It is anticipated that mud will not be used as a drilling <br />medium. Water, if used in the drilling operation, will be recircu- <br />lated to eliminate contamination to water-producing areas. <br />If necessary, access roads and drill sites will be sprinkled with <br />water to prevent dusty conditions. No blasting will be conducted, <br />nor is any gas or water pressure expected to be encountered in the <br />drilling program. No blow-out control devices will be necessary <br />because there are no known valuable or even potentially valuable <br />oil, gas, or geothermal resources in the planned drilling area. <br />Drill sites will be conditioned at all times to prevent injury to <br />persona, livestock and wildlife. If mud pits are necessary and are <br />used, they will be fenced to prevent entry by livestock or wild- <br />life. All drilling and exploration personnel will wear hard hats <br />• and steel-toed shoes or boots; they will adhere to all applicable <br />Federal, State and Energy Fuels Safety and Health Regulations. <br />Excessive cuttings will be spread evenly over the surrounding <br />surface prior to retopsoiling. Holes that are needed for ground <br />water monitoring or pump testing will be left open and completed <br />with piezometera. <br />(c) Any person who conducts coal exploration activities pursuant to <br />this Section which substantially disturb the natural land surface shall <br />comply with 30 CFR 815. <br />Exploration activities conducted pursuant to this Section may <br />substantially disturb the natural land surface as that phrase is <br />defined in 30 CFR 701.5. Accordingly, Energy Fuels will conduct <br />all exploration activities in compliance with 30 CFR 815, as <br />indicated in the discussion under Section 815 of this application. <br />• In addition, the applicable requirements of 30 CFR 744.11 will be <br />776-4 <br />
