The north decline east and west sumps are designed to contain the 25-year 24 hour <br />storm event without discharge. The sumps were dry during the inspection. The sumps <br />were certified by Larry M. Reschke, P:E. on December 21, 1992. Based on visual <br />observations during the inspection and a hand level survey of the depth of the sumps, <br />the sumps have excess capacity plus the following design capacity: <br /> Water Sediment Total <br />East Sump - A-F 0.08 N/A 0.08 <br />West Sump - A-F 0.32 N/A 0.32 <br />The sewage lagoons located at the unit train loadout consist of an aeration lagoon and <br />a series of three non-discharging lagoons. During the inspection, the aeration lagoon <br />and first lagoon were dry. The second and third lagoons (cells 3 & 4) contained some <br />water at approximate elevation 4758. The capacity of the lagoons is not considered <br />important and is therefore not presented. The lagoons are inactive. The embankment <br />on all of the lagoons needs to be graded to smooth out erosional features. Plans are to <br />delay maintenance of the embankments until the sewage treatment system is <br />re-activated. <br />To the best of my knowledge and belief and except as noted above, the impoundments <br />have been maintained as designed and~~~ccordance with the approved plan and <br />applicable regulations. _®®pp0_~EGj.~•_ <br />Date <br />Colorado <br />-4- <br />
