Petroleum product or hazardous substance releases which enter, or <br />threaten to enter waters of the State will be reported immediately by <br />the Emergency Spill Coordinator, to the Colorado Department of Health. <br />In the event of afire, explosion, or other release which could threaten <br />human health outside the facility, or if a spill has reached surface <br />water, Powderhorn Coal Company will immediately notify the National <br />Response Center and the Colorado Department of Health (see Table 3). <br />The report will include the following information. <br />I. Name of operation (PHCC). <br />2. Date, time, and type of incident (e.g., spill or fire). <br />3. Quantity and type of hazardous substance involved in the incident. <br />4. Extent of injuries, if any. <br />5. Estimated quantity and disposition of recovered materials, if any. <br />In order to ensure that no spilled petroleum product leaves the <br />facilities areas, containment ditches, berms and Ponds 2, 5, 8, 9 and 10 <br />are situated to receive flows from the fuel and bulk oil storage areas, <br />as well as any other flow from the facilities areas. These structures <br />are designed to contain the runoff from the 10-year, 24-hour <br />precipitation event plus the largest anticipated petroleum spill, <br />without discharge. <br />Powderhorn Coal Company stores the majority of its petroleum products in <br />aboveground containers, the only exceptions being the three underground <br />storage tanks at the Roadside fuel island and one underground storage <br />tank at Cameo.
