I. The facility is located in Townships 10 and 11 South, Range 98 West, 6th <br />Principal Meridian, Mesa County, Colorado. This plan has been prepared in <br />the remote possibility that spills of fuel, oil or other chemicals could <br />contaminate waters of the United States. Fuel, oil and bulk chemical <br />storage locations are shown on the "Storage Location and Site Drainage" map; <br />Table 1 lists the volumes of materials stored at each location. A copy of <br />the S.P.C.C. Plan will be available, during normal working hours, at the <br />facility for on site review by the Regional Administrator of the E.P.A. or <br />his designated representative. <br />A. Powderhorn Coal Company has not had a spill of a reportable quantity in <br />the past three years. <br />B. In the event of a spill the Company's primary concern is for the safety <br />of its people. Spilled petroleum products, such as gasoline and diesel <br />fuel, constitute serious fire and explosion hazards. As a result, the <br />following chain of commands will be followed prior to implementing <br />cleanup procedures: <br />SUPERVISOR <br />1. Secure the area to prevent accidental entry and possible fire or <br />explosion. <br />2.
