e. The applicant should commit to mitigation standards that are acceptable to the local
community;
f. Affected river banks should be revegetated with native vegetation plugs;
g. 3H:1 V pond inslopes are not acceptable, pond inslopes should provide shallow and
deep water habitat;
h. Pond design should approximate 3H:1 V inslopes, ensure fresh water supply and water
movement, and that emergent vegetation and vegetation 6'-10' above the water line
should be discouraged to retard mosquito breeding activity;
Revegetation seed mix, consisting of dryland grasses, is inappropriate for riparian areas
where sedges, rushes and cattails should be planted;
Proposed reclamation for the Phase II area does not appropriately address revegetation
and is not acceptable, affected lands may be infested by noxious weeds and
undesirable non-native species;
k. The proposed reclamation plan is not an adequate replacement for the existing riparian
wildlife habitat. Goal of reclamation plan should be the complete restoration of
wetlands habitat;
Reclamation plan design team should include an environmental engineer, biologist and
ecologist trained in habitat replacement and should utilize Confluence Park as a model;
m. Topsoil should be replaced at 8"-12" depth;
n. Reclamation seeding should occur per NRCS recommendations which includes Tall
wheatgrass, Western wheatgrass, Crested wheatgrass, Alfalfa, Indian ricegrass,
Galletta, yellow sweet clover, and fertilizer and mulch;
o. Previous reclamation efforts by the applicant exhibits poor success; and
p. Could the post mining land use be modified after permit issuance to include industrial
and solid waste disposal site, two other possible uses mentioned?
5. Comments specific to Exhibit G, Water Information:
a. Potential impacts to public water (Gunnison River); and
b. Flood potential, general.
