<br />Pre-hearing Conference Handout 4 April 16, 1999 <br />Delte Paving Gravel Pit File No. M-98-105 <br />e. The applicant should commit to mitigation standards that are acceptable to the local <br />community; <br />f. Affected river banks should be revegetated with native vegetation plugs; <br />g. 3H:1 V pond inslopes are not acceptable, pond inslopes should provide shallow and <br />deep water habitat; <br />h. Pond design should approximate 3H:1 V inslopes, ensure fresh water supply and water <br />movement, and that emergent vegetation and vegetation 6'-10' above the water line <br />should be discouraged to retard mosquito breeding activity; <br />Revegetation seed mix, consisting of dryland grasses, is inappropriate for riparian areas <br />where sedges, rushes and cattails should be planted; <br />Proposed reclamation for the Phase II area does not appropriately address revegetation <br />and is not acceptable, affected lands may be infested by noxious weeds and <br />undesirable non-native species; <br />k. The proposed reclamation plan is not an adequate replacement for the existing riparian <br />wildlife habitat. Goal of reclamation plan should be the complete restoration of <br />wetlands habitat; <br />Reclamation plan design team should include an environmental engineer, biologist and <br />ecologist trained in habitat replacement and should utilize Confluence Park as a model; <br />m. Topsoil should be replaced at 8"-12" depth; <br />n. Reclamation seeding should occur per NRCS recommendations which includes Tall <br />wheatgrass, Western wheatgrass, Crested wheatgrass, Alfalfa, Indian ricegrass, <br />Galletta, yellow sweet clover, and fertilizer and mulch; <br />o. Previous reclamation efforts by the applicant exhibits poor success; and <br />p. Could the post mining land use be modified after permit issuance to include industrial <br />and solid waste disposal site, two other possible uses mentioned? <br />5. Comments specific to Exhibit G, Water Information: <br />a. Potential impacts to public water (Gunnison River); and <br />b.
