<br />Pre-hearing Conference Handout 3 April 16, 1999 <br />Delta Paving Gravel Pit File No. M-98-105 <br />3. Comments specific to Exhibit D, Mining Plan: <br />a. Rate of production is not clear; <br />b. Extent of impacted area not clear; <br />c. Operation could last 30 years; <br />d. Haul road embankment should be sloped and revegetated to the same specifications as <br />reclaimed areas; <br />e. Locate processing plant as far as possible from the river and riparian vegetation; <br />f. Division of Wildlife recommendations, regarding location of the processing plant as far <br />as possible from the river and riparian areas, should be imposed as permit conditions; <br />g. Critical riparian habitat should be excluded from the permit boundary; <br />h. Areas 2, 4 and 7 are located in riparian areas, near wetlands; <br />i. Mining should not be allowed at Area 3, near the river; <br />j. Areas 2, 4 and 7 and the plant is located in a floodplain rated Zone A4; <br />k. Flood potential may be aggravated by activities proposed by the Bureau of Reclamation <br />andlor the National Park Service; and <br />River bank stability may be potentially threatened by activities proposed by the Bureau <br />of Reclamation and/or the National Park Service. <br />4. Comments specific to Exhibit E, Reclamation Plan: <br />a. Permanent ponds should be located beyond the 50-year floodplain per non-native fish <br />stocking procedures; <br />b. Reclamation could be enhanced by live shrub and wetland vegetation transplants where <br />possible or applicable; <br />c. Division of Wildlife recommendations, regarding location of permanent ponds beyond <br />the 50-year floodplain and riparian vegetation transplants, should be imposed as permit <br />conditions; <br />d.
