Haulroad---As I explained in our phone conversation, the land <br />owner desires that the haul road improvements remain after mining <br />is complete. You stated that under these circumstances it would not <br />be necessary to post bond for the haul road area but would need the <br />surveyed description and area. This is included herewith. <br />A.l.and 2. The agreement with the Basin ditch and Holy Cross Electric <br />are included in accordance with rule 1.56(5). <br />B.1. There is very little quality difference between the near <br />surface soil and the underlaying soil/overburden, however, efforts <br />are being made to maintain as much seperation as possible. Since <br />there is excess material available over that needed for reclamation, <br />as much as possible will be sold to overcome some of the stripping <br />costs. The retained material will be predominantly from the upper <br />soil horizons. <br />2. No, that is not correct. Some of the overburden stockpiles are <br />located on the south side of Phase I from which fill material is <br />being marketed. This is illustrated on the 1983 annual report map. <br />B.3. The road description is included as per A.1. above. <br />C.1. It is not desirable at this time to totally commit to a 3:1 <br />slope because the determination of excess material can only be made <br />when the operation is considerable more advanced. Also, a 3:1 slope <br />would greatly reduce the available hay production land on the floor <br />of the reclaimed pit which would not be in the best interest of the <br />land owner. <br />C.2 Determinations were made and the pH of the soil was found to be <br />8.2 using., phenol red indicator solution. <br />C.3. Crass mixture--the grass mixture which you recommended is <br />available and will be used in the future for reclamation and <br />temporary soil stabilization. <br />/+. The success of seeding to date on both topsoil and soil from <br />the lower part of the soil profile indicates that good germination <br />and growth is possible without fertilizer or mulch. Therefor, none <br />is anticipated unless changed conditions warrant. <br />
