APPENDIX D <br />• TEMPORARY CESSATION MONITORING PLAN (TC PLAN) <br />Prerequisites for implementing temporary monitoring plan <br />This appendix describes the temporary cessation monitoring plan (TC plan). The TC plan may be <br />implemented only when the following four requirements aze met. <br />1. The mine permit is in temporary cessation status. <br />2. Long-term hydrologic monitoring data indicate the hydrologic system has stabilized <br />at a level that results in no adverse impacts to the hydrologic balance outside the <br />permit boundary, and that minimizes adverse impacts within the permit boundary. <br />3. Prior written approval has been received from the Division prior to activating or <br />reactivating the TC plan. <br />4. When the TC plan is being implemented, each annual hydrology report must contain <br />explicit verification that none of the seven triggering events described below have <br />occurred. <br />Events that tri~~er reversion to the active minin>" plan <br />• When the TC plan is being implemented, occurrence of any one of the following events requires <br />monitoring to revert within 30 days to the active mining monitoring plan (pages 1 - 14 of Exhibit <br />29), and the active mining plan is to be followed until the Division issues written approval to <br />reactivate the TC plan. <br />1. The water level in the No. 5 Mine workings (F seam) at the 7 North Angle well <br />location exceeds elevation 6,000 feet. <br />2. Combined pumping from the No. 5 Mine well and the 7 North Angle well exceeds an <br />average of 2000 gpm during any period of four consecutive weeks. <br />3. Field or lab conductivity of a sample (adjusted to 25 degrees Celsius) from NPDES <br />outfa11024 exceeds 2,000 micromhos/cm. <br />4. Yampa River flow measured near Maybell (USGS site 09251000) drops below 100 <br />cfs on August 1 in three consecutive years. <br />5. New roof fall of more than 500 square feet is suspected in the No. 5 or 6 Mine. <br />6. New subsidence of more than two feet is suspected in the permit area. <br />7.
