<br />Mountain Coal Company <br />West Elk Mine <br />Deer Creek Shaft Project Plan <br />ANTICIPATED SCHEDULE <br />MCC needs to constroct collars of the shags in sufficient time to complete the shaft <br />collars and be out of the area prior to when the Winter Range Stipulation takes affect. <br />The time for shaft construction (2007 season) is estimated to be 4 months assuming <br />cnmmertinle construction conditions- Adverse weather may lengthen the time to <br />construct and could cause increased impacts to the environmern. <br />MEASURES TO BE USED TO COMPLY WITH PERFORMANCE STANDARDS <br />FOR THE PROJECT (43 CFR 3484.1(a), 30 CFR 815.15, and Colorado Division of <br />Minerals and Geology Rules and Regulations) <br />1. Operator shall comply with applicable requirements of surface management <br />agency, 30 CFR 815.15, or approved State program <br />MCC has reviewed, and will comply with, all applicable requirements of 30 CFR <br />815.15 and the Colorado Mined Land Reclamation Regulations stated in C.RS. <br />34-33-101. <br />2. Install racng and blowout preventers in drill holes in known oil, gas, and <br />geothermal areas- <br />3. Drill hole plugging requirements. <br />After the electric borehole (7-inch cased) is no longer required it will be plugged <br />and abandoned using cementacious grout and/or bentonite. <br />4. Retention of drill logs by applicant. <br />MCC will retain in its files all drill logs and will make them available for <br />inspection by any authorized officer. MCC may conduct geophysical logging <br />and/ or collect core from this project. <br />5. Utilizing drill holes as water monitoring wells. <br />MCC does not anticipate encountering any significant aquifers during this drilling <br />the 7-inch cased electric borehole. <br />6. Maps of Project Area <br />A map of the proposed project area at a scale of 1" = 800' showing the light-use <br />road and pad location, surface ownership, property boundaries, and lease <br />boundaries is attached. <br />7.
