Box 883 <br />Hermiston, OR 97838 <br />Dear Mr. Hurworth, <br />The following information is provided at your request in <br />order to meet the reclamation plan requirements of the <br />"Colorado Mined Land Reclamation Act" and subsequent rules <br />and regulations of the Colorado Mined Land Reclamation <br />Board. This information is for the reclamation of your <br />proposed "Mckenna Quarry" in Sec. 31, T27S.,R67W. <br />A. Initial Excavation and Topsoiling: <br />Topsoil shall be stockpiled during the extraction phase of <br />the project and stored in places to minimize erosion and <br />disturbance by ongoing mining operations. Stockpiled <br />topsoil shall be revegetated with a sod forming grass such <br />as smooth brome to reduce soil erosion by wind and water if <br />stockpiling will be for a lengthy period. Upon completion, <br />topsoil shall be replaced to a depth of 6 to 12 inches to <br />cover above ground disturbed areas and provided for a <br />proper medium for Revegetation. Spreading shall not be <br />done when the ground or topsoil is frozen, excessively wet <br />or otherwise in a condition detrimental to the work. After <br />placement of topsoil is complete, the surface shall be <br />finished to a reasonably smooth final grade. Slopes shall <br />not be steeper than 9:1 and in areas that will be crossed <br />by machinery slopes should be between 6:1 and 8:1. All <br />disturbed areas shall be revegetated. <br />B. REVEGTATION RECONA~NDATIONS: <br />1. Seedbed Preparation: Seedbed shall be firm and free of <br />weeds and other non-desirable vegetation. In areas <br />where there is excessive compaction tillage, such as <br />chiseling and disking, shall be done to break up the <br />compaction and then harrowed down. If seedbed is soft <br />after. tillage operations allow 2 to 9 weeks following <br />
