Enclosed is the proposal that was presented to Mr. Todd Richardson on Friday
April 22, 1994. It is this proposal that we understand to be acceptable to him
to mitigate the one issue that remained after the Prehearing Conference, which
involved an adequate and acceptable method of buffering the Becker residence from
the permit area.
We are expecting to be able to provide you documentation oP his approval of the
mitigation plan.
