Applicant has provided an adequate surface water quality monitoring program to ensure <br />the protection of surface water and groundwater on site during mining and reclamation <br />activities. As part of the monitoring program, the Applicant has provided a detailed <br />monitoring, containment and control plan which adequately addresses the potential for <br />adverse impacts to human health and the environment from radiation resulting from <br />quarrying activities and ensures the Applicant's compliance with all applicable federal, <br />state and local regulations. The monitoring, containment and control plan as submitted <br />by the Applicant was prepared with input from the Colorado Department of Public Health <br />and Envirotunent, to ensure that radioactivity on the site is properly controlled and <br />contained. The Applicant has committed to monitor all on-site water holding structures <br />for radioactivity, and has proposed that in the event of a data point in excess of the <br />applicable water quality standazd for radiation, procedures for re-sampling and mitigation <br />will be implemented to ensure the containment and protection of surface and goundwater <br />yuality during mining and reclamation activities. In addition, the Applicant has provided <br />an adequate surface water quality monitoring program which ensures protection of <br />surface water quality and resulting groundwater quality from infiltration into the <br />fractured bedrock aquifer. Finally, the Applicant has committed to securing a Discharge <br />Permit from the Colorado Water Quality Control Commission prior to airy offsite <br />discharge and prior to initiation of blasting and quarrying activities. <br />24. The Board, having considered the evidence concerning potential impacts caused to the <br />prevailing hydrologic balance by the proposed project, and at the recommendation of the <br />Division and with the concurrence of the Applicant, has determined to add a condition <br />("Condition 1") that requires the Applicant to submit a technical revision containing a <br />MMRR Board Order, M-2004-067 12 <br />2682 <br />
