Mine 2004 SPCC <br />• of containment, the spill would report to a low area northeast of the facility where it could be <br />contained, cleaned up, and disposed of properly. <br />4.6.3 Conformance with Applicable Requirements <br />Currently the tanks and containers at the Waste Accumulation Area appear to be in good <br />condition. The overall housekeeping effort was observed to be good during site inspections of <br />May 6, 2004. Applicable state guidelines are assumed to be the same as the Federal Regulations <br />at 40 CFR Part 112, and therefore, the facility is in conformance with applicable requirements. <br />4.7 EMULSION TANK FACILITY <br />The Emulsion Tank is a 10,000 gallon steel tank with an outer coating of foam insulation. It <br />rests on a squaze concrete pad and sits inside an earthen containment berm. Hoses for off- <br />loading emulsion aze flexible rubber 4 inch diameter hoses fitted with quick couplings. When <br />not in use the hoses are connected to both inlet pipes to prevent accidental spillage. There is a <br />manually operated gate valve that controls flow into and out of the tank. It is kept in the closed <br />position except during loading or unloading. All hoses aze kept inside containment when not in <br />use. The pump is controlled electrically from an adjacent control panel. It can be operated only <br />• by authorized personnel. <br />4.7.1 Oil Inventory <br />One vertically mounted steel tank containing 10,000 gallons of blasting emulsion (mixture of <br />ammonium nitrate, fuel oil, and other components) is located at N408421 and E431797 (Mine <br />Coordinates). <br />4.7.2 Containment and Diversionary Structures <br />An earthen berm surrounding the tank and dispenser provides approximately 28,000 gallons of <br />containment, which is enough to hold the contents of the lazgest container plus an allowance for <br />stormwater in the event of a spill. <br />4.7.3 Conformance with Applicable Requirements <br />Currently, the tank and appurtenances at the Emulsion Facility appear to be in good condition, <br />based on field inspections of May 6, 2004. Applicable state guidelines are assumed to be the <br />same as the Federal Regulations at 40 CFR Part 112, and therefore, under §112.7(j) the site is <br />currently in conformance with applicable requirements with respect to secondary containment. <br />• <br />12 <br />
