~ a <br />EXHIBIT E <br />RECLAMATION PLAN <br />The south portions of the Area Phase 1 will be graded and <br />contoured and shaped to a ratio in no event greater than 3:1 but <br />preferably not greater than 2:1. All grading and contouring will <br />be done in a manner to control erosion. <br />Then the topsoil will evenly be distributed over the back- <br />filled area so as to achieve a depth of between 2" and 6". Fertilizer <br />will be added if and in the manner recommended by the Soil Conservation <br />Services. <br />Next the area will be revegetated by the planting of grasses. <br />It is anticipated the planting would be carried out in the fall of <br />the year, weather permitting. The proposed seed mixture would be <br />as follows: <br />c. <br />s <br />Crest wheat grass 5 lbs acre <br />Smooth brome grass 5 lbs acre <br />Yellow sweet clover 1 lb acre <br />Wester wheat grass 5 lbs acre <br />~~~C... <br />provided however, if native grasses are available they may be included. <br />The recommendation of SCS for revegetation will be followed as <br />nearly as practicable (see Exhibit I). <br />The area would be fenced with electric fence if necessary; weed <br />control measures would periodically be implemented as needed, but <br />at least yearly, and in sum, revegetation would be accomplished as <br />required by Rule 6.5. <br />Each of the next four phases would proceed in a similar manner, <br />each receiving the overburden from the prior phase, and then having <br />the topsoil replaced from the stockpiles on the southeast boundaries <br />of the property. Again topsoiling and revegetation would be re- <br />established in a manner similar to Area Phase I. As a part of the <br />reclamation, it is contemplated that a stock pond will be located <br />at the spring site. No conflict of interest over the stock pond is <br />anticipated in as much as 1. Stock ponds do not require water <br />application and 2. The water rights on the spring are owned by <br />the owner of the land thereunder and the stock pond will be built <br />for the benefit of the land 'owner. The slope near the pond will be <br />between 3/1 and 5/1. Willows will be planted around the shoreline <br />to stabilize the soils. <br />The final uses of the property are for range land as it was <br />before the mining activity. It is already zoned for farm and <br />ranch uses and such is the use of the surrounding properties. <br />
