these terraces paralleling the ridge line, although the extent of high quality Flagstone is uncertain
and all 10 terraces may not be required. Terracing will not extend down slope past the heads of
the rock slides. Access to the ridge top for this part of the operation will be from an existing road
that angles up the east side of the ridge. Flagstone removed from a terrace will be loaded into a
haul truck with the 6ont end loader and taken down the existing road to the staging area for
sorting onto pallets for transport. Terracing will be completed in 3 phases. The I st phase will
include terracing the area above the rock slides which were opened up under the t 10 permit. The
phase I area will be approximately 50 acres. Rock removal will continue there until all terracing
is completed and all desirable rock which can be easily removed is taken. Then the terraces will
be reclaimed as follows. Rock left on each terrace after mining is completed will be graded up
against the headwall to provide an energy dissipator for runoff If the area had soil prior to rock
removal, that soil will be spread over the remaining terrace area and reseeded. That portion of
the area which had no soil covet prior to mining will be left as is at the end of mining. Then
mining will commence on the second phase of the operation to the south of the first phase. The
phase II area will encompass approximately 48 awes and mining will be conducted in the same
manner as phase I. The third phase area will be north of the 1st phase area and will encompass
the remaining 27.5 acres of the proposed permit area. Similar methods of mining and
reclamation will be employed.
The only other surface disturbances will be improvements to existing roads and extension of the
new road along the base of the slides. There has already been approximately 500 R of new road
constructed as part of the 110 operation and this road will continue to be used for the ] 12
operation. The road will be extended to reach the bases of other slides south of the existing
operation so that they can be mined during the Ist and 2nd phases of tenacing. The road will be
extended to the base of a slide to the north during the 3rd phase. This road will be reclaimed
after rock removal from the slides is complete.
The "new" staging area is approximately 4.5 acres and the ranch owner has requested that the
area remain as is after mining operations are completed. He has other plans for the area and does
12
