Additional slides and a larger area of flagstone outcrops are proposed for inclusion <br />in the l 12 permit area. <br />The R lazy J Ranch is bordered on the east by the White River National f orest and the Flat Tops <br />mountains. On the west is the Grand Flogback. l~he ranch lies primarily within a long north- <br />south trending valley beriveen the Grand Hogback and another lesser hogback Cormed by the <br />Dakota sandstone outcrop. Other private ranches border the property on the north and south. <br />Land administered by [he i1.S. [3ureau of Land Management lies along most of the western <br />boundary. The area proposed for rock removal extends to within 200 feet of the neighboring <br />property to the south (Exhibit C Map). No other properties are within '/ mile of the proposed <br />permit boundary. <br />The planned operation will consist of open mining of loose rock on talus slides on the lesser <br />hogback and quarrying of outcrops above the slides. There is an existing two track dirt road <br />leading to the base of the largest rock slide from the west and another hvo track dirt road leading <br />to the top of the hogback from the east side. Rock will be removed from the rock slides from the <br />bottom working up and from the outcrops by working from the top down. The operator has <br />already bcen removing moss rock from the toe of the largest slide under a I ] 0 permit. <br />Approximately 500 Il of new road has bcen built to facilitate rock removal from several other <br />smaller slides south of lire main slide (See 1997 annual report for M-9G-O51). The staging arcs <br />proposed under the 110 permit was not constructed. Instead an arcs about 1.7 miles north of the <br />proposed staging area has bcen used as a staging area. 'fhis area is more suitable as a staging <br />area for the following reasons: <br />• Electrical power is available <br />• Telephone line is available <br />• The county road narrows and the turns tighten just beyond the staging area, thus, large <br />trucks bad trouble negotiating the road to reach the proposed staging area. <br />• The previously proposed site had flooding problems following storm events and it was <br />feared that erosion would be a problem if the site was disturbed. <br />3 <br />
