Hatcher <br />March 6, 2007 <br />Page 2 <br />Depletions <br />The total exposed ground water surface at the site will be 1.5 acres, consisting of 0.5 <br />acres exposed in the dewatering trenches and 1 acre exposed in the dewatering recharge <br />pond. The annual depletions resulting from evaporation from the 1.5 acres of exposed ground <br />water surface is 4 acre-feet. <br />The plan anticipates that the Pit will be mined during the period of February 2007 <br />through November 2007. During that period 1.0 acre-foot of water will be used for dust <br />suppression and 25.76 acre-feet of water will be lost in 875,000 tons of mined aggregate. The <br />annual evaporation and operation losses are shown in attached Tables 1 and 2. <br />The mining operation is located greater than 100 feet from St. Vrain Creek. As a result, a <br />stream depletion analysis using Glover techniques has been performed as a means to assess the <br />lagged depletions to St. Vrain Creek resulting from the proposed operation of the Camenish <br />Borrow Pit. The Glover analysis assumes a distance from the well to the stream of 11,400 feet, a <br />transmissivity of 50,000 gpolft, a specific yield of 0.2 and a no-flow Boundary of 13,500 feet. The <br />resulting lagged depletions are shown in attached table 3. <br />Replacements <br />The proposed source of replacement for this pit is fully consumable water leased from <br />the St. Vrain Left Hand Water Conservancy District. The lease is adequate to cover the lagged <br />depletions that accrue to the stream through December 31, 2007. <br />Conditions of Approval <br />I approve the proposed substitute water supply plan in accordance with Section 37-90- <br />137(11), C.R.S., subject to the following conditions: <br />This SWSP shall be valid for the period of February 1, 2007 through December 31, 2007, <br />unless otherwise revoked, modified, or superseded by decree. Approval of this plan will <br />be automatically extended through December 31, 2008 if a lease with SVLH for at least <br />2.08 acre-feet of replacement water in 2008 is submitted to the State Engineer's office <br />and approved prior to December 31, 2007. Approval of this plan will be automatically <br />extended through January 31, 2009 if a lease with SVLH for at least 0.28 acre-feet of <br />replacement water in January 2009 is submitted to the State Engineer's office and <br />approved prior to December 31, 2008. If this plan will not be made absolute by a water <br />court action by the plan's expiration date, a renewal request must be submitted to this <br />office with the statutory fee (currently $257) by November 1, 2007 (November 1, 2008 if <br />extended). <br />2. The Applicant originally requested that they be allowed to discharge the <br />dewatering water into the Godding Ditch. The Applicant must discharge the <br />dewatering water into the proposed recharge pond and shall not discharge the <br />dewatering water into the Godding Ditch or any other location during this plan <br />period. <br />
