Simpson, P E. <br />State Engineer <br />This letter is in response to your application of January 18, 2007 requesting approval of a <br />substitute water supply plan ("SWSP") for a sand and gravel pit operated by Flatiron Constructors, <br />Inc. ("Applicant" or "Flatiron'). The applicant shall be responsible for compliance with this plan, <br />but the State Engineer's Office may also pursue the landowner for eventual compliance. The <br />required fee of $1,593 for the substitute water supply plan has been submitted (receipt no. <br />3612944). <br />Plan Operation <br />This plan seeks to replace depletions resulting from mining at the Camenish Borrow Pit <br />("Pit"). Gravel extracted from the Pit will be used for the CDOT I-25 widening project that will <br />add additional lanes to I-25. Flatiron expects to complete mining at the Bile prior to December <br />2007. <br />Depletions at the site will result from evaporation from exposed groundwater surface, <br />water retained in mined product and dust control. The lagged depletions will accrue to St. Vrain <br />Creek and will be replaced with fully consumable water leased from the St. Vrain Left Hand <br />Water Conservancy District ("SVLH"). <br />The project proposes to dewater the pit and pump that water into an excavated recharge <br />area to be located in the North East corner of the property. The water will recharge back to the <br />stream in the same approximate timing as the depletions from dewatering. <br />The reclamation plan for the Camenish Borrow Pit is to place a compacted clay liner <br />around the interior of the mine slopes for the purpose of preventing groundwater seepage from <br />entering the pit. The applicant has bonded for lining of the pit through the Division of <br />Reclamation Mining and Safety. <br />
