5. The flow into EVERY rekdkarge structure MUST be metered and equipped with a
continuous flow recorder unless ffie water commissiorter in conjunction with the
division engineer detemkfnes adequate records may be kept without such
equipment g the recharge siructkx~e is designed fo d~dtarge water vfa a surface
outlet, such discharge must also be metered and equipped with a oonOnuous
flow rektordet. Unless provided an exemption from either the water oornmissioner
or division engineer for tide requirement, the water cormrrssioner MUST approve
the meter, recorder and irkstapation and the installation must be completed
BEFORE the Dtvisfon of Water Resources win acknowledge arty recharge credit
to the structure.
6. AN 9e ponds must have a staff gauge irkstaYed such that the gauge
registers the lowest water level In the pond. The staff gauge must be readable
from a readily accessible loksfton adjacent to the pond.
T. Atl recharge areas must be maintained to such a way as to minimize
consumptive use of the water by vegetation. No recharge arm may he used
for the plantlng of cops during the same Irtigatlon year that tt Is used as a
recharge sits without prior approval from the Water Commisstorter or
DMslon Engineer.
8. The amount of water red~rged to the afluvtal aquifer is to be determined by
rtreasuring the amount of wooer delhrered to the recharge stna~uure and
subtrechg:
a. the amount of water discharged from the rek~arge structure,
b. the amount of water lost to evaporation (see item 9, below).
c. the amount of water loc to consumptive use due to vegetatlon located
within the recharge strucure, and
d. the amount ~ water retakred in the recharge strtx:ture that has not yet
percolated into the ground.
9. Net evaporative losses from the recharge structure must be subtracted from the
volume of water delivered to the pond. Evaporative losses must be taken every
day the pond has a visible water level. If the pond does not have a stagesurface
area curve approved by the water commissioner, the maodrtwm aurtace area of
the pond must be used in detemrme the evaporatire bases. Monthy loss factors
prorated for fife number of days the pond had a visible water level may be used
as may real time evaporetfon data from NOM or a local weather station. H the
pond is not inspected on a routine basis through the month, no proretlng of
monthy factors will be allowed.
10.7he amount of accretiaks to the target stream wiY be determined using the
amount of water recharged to the alluvial aquifer (aa described in item 8, above)
and lagging the recharge using the Glover equation, USGS SDF contour maps to
other mefhodobgy approved In advance by the DMsbn of Water Resotrces.
11. Akxounting must be perfamrad on a daffy basis with reports submitted monthly
within 30 days of the end of the mordh for which the accounting is being made.
Recharge Protocol, Ravi January 28. 2005
