State Rea.
these tributaries rarely discharge to Fish Creek. Since monitoring
of lower Cow Camp Creek and Bond Creek began in 1987, Sites 10 and 12
have consistently discharged to Fish Creek only during the month of
May. 4hese sites also discharged to Fish Creek during June of water
year 1991, a year of above-average precipitation based on
departure-from-normal data for Hayden, Colorado.
Flows measured at Fish Creek Site 13 (located downstream of the
mouths of Bond Creek and Cow Camp Creek) have ranged from 0.093 cfs
to 91.803 cfs, with an average of 15.628 cfs. When streamflow from
Bond Creek and Cow Camp Creek reach Fish Creek, increases in flow
between Fish Creek Site 11 (located upstream of the mouths of Bond
Creek and Cow Camp Creek) and Site 13 are 1.3 percent or less.
Obviously, discharges from the Seneca II Mine via Bond Creek and Cow
Camp Creek have only a very minor effect on flows within Fish Creek.
b. Conwarison of Surface Water Parameters to Water Use Standards.
• Section III.A.2.c. of the Seneca II Mine permit application provides
a detailed review of surface water parameters that exceeded water use
stardards. However, water use standards have been revised since
1981, and this section provides an updated oo~arison of surface
water parameters to water use standards. Due to the large volume of
surface water quality data that has been collected at the Seneca II
Mine, and the fact that the starda_*~-~G were established in 1989, this
exercise will be limited to data that has been collected during the
1990 and 1991 water years (i.e., October 1, 1989 to September 30,
1991).
Effluent from the mine is ultimately discharged to Grassy Creek or
Fish Creek. All surface water discharged to Grassy Creek passes
through Pond 003 (NPDES 003) or Pond 002 (NPDES 002) for treatment.
'Ihe only use of Grassy Creek water do~mstream from the Seneca II Mine
boundary is incidental livestock watering; water from Grassy Creek is
not used for irrigation. Surface water leaving the southeast portion
• of the mine ~*-m; t area is treated by Pords 004 and 008 aril is
carried to Fish Creek via Cow Camp Creek and Bond Creek,
respectively. Fish Creek is used for livestock watering and
7-318 Revised 12/02/93
