<br />5. "Insuring that there is a tracking system of all incoming <br />fill material loads and certification of that waste <br />stream's content." This will be accomplished by <br />requiring the generator of all fill sign and certify both <br />the location and type of fill material. These records <br />will be kept on file for up to 1 year to assist in <br />preparation of an annual report summarizing this data. <br />This annual report will be sent to both the state Health <br />Department and Adams County. <br />In summary, although the inert material will be placed in the <br />groundwater, this material has been determined by CDH to not <br />degrade groundwater. The best justification of such a waiver is <br />expressed by quoting the draft document - "Groundwater is best <br />protected by the care and screening of the wastes received". This <br />is accomplished by the above procedures and the owner and operator <br />both ask for concurrence that no groundwater monitoring will be <br />req~_iired both during the site's operation and after the site's <br />closure. <br />
