5. "Insuring that there is a tracking system of all incoming
fill material loads and certification of that waste
stream's content." This will be accomplished by
requiring the generator of all fill sign and certify both
the location and type of fill material. These records
will be kept on file for up to 1 year to assist in
preparation of an annual report summarizing this data.
This annual report will be sent to both the state Health
Department and Adams County.
In summary, although the inert material will be placed in the
groundwater, this material has been determined by CDH to not
degrade groundwater. The best justification of such a waiver is
expressed by quoting the draft document - "Groundwater is best
protected by the care and screening of the wastes received". This
is accomplished by the above procedures and the owner and operator
both ask for concurrence that no groundwater monitoring will be
req~_iired both during the site's operation and after the site's
closure.
