FPC printouts in Attachment 13-6 list the <br />production time associated with each topsoil stockpile. • <br />The topsoil replacement cost estimate was completed with the aid of Caterpillar's Vehicle <br />Fleet Production and Cost Analysis Pzogram (FPC). All FPC parameters are listed for each <br />project area. <br />Revegetati on <br />Topsoil will be replaced from stockpiles. It was assumed that all areas where tillage <br />equipment could operate would be disced to prepare the seedbed. Seeding is principally <br />accomplished using a rangeland drill. Though cover cropping is the principal form of <br />surface stabilization, 50 acres of straw mulching and 5 acres of hydro mulching were <br />added as a contingency for areas requiring more intensive and immediate stabilization. <br />Hydro mulching has been included for ciritical areas whre straw mulching equipment could <br />not operate. Shrub and tree plantings were estimated for the reclamation area and are <br />reflected in the costs. All costs, including fencing, are shown on Table 13-5-1 of <br />Attachment 13-5. Acreages and revegetation operations are shown on this table. A <br />revegetation failure rate of 10 percent was included for drill and broadcast seeded areas <br /> <br />and a 50 percent failuze rate <br />for shrub seeding areas and shrub <br />/tree pl antinc areas. • <br />It was assumed that all reclamation would be complete up to the fourth spoil pile. It <br />was also assumed that revegetation activities would be conducted from disturbance border <br />to disturbance border. This would include areas that have only been brushed. <br />Facility Reclamation <br />The following foci lilies, buildings, structures, and miscellaneous support items would <br />have to be demolished, disposed, and the area reclaimed if mining operations were to <br />cease in the year 1994. The following discusses the reclamation of these structures. <br />The attached worksheets and tables show the pertinent volume and area calculations. <br />Structure Demolition. This estimate assumes that all structures within the Seneca II <br />Mine area would have to be demolished and materials disposed. It also assumes that no <br />salvage value be attached to any of the structures. Means Astro II Computer Program was <br />used to estimate these costs. Volume determinations were made from existing maps and/or <br />field measured. The cost per cubic foot includes disposal.
