Abandonment Plan <br />After all permit areas have been mined or at the time of filing a notice of abandonment (permanent <br />cessationl, the following procedures will be employed. <br />Last Active Pit and Highwall. After all coal is removed, the area will be graded and the highwall <br />reduced (see Exhibit 12-9, Postmining Contour Mapl~ The site will be prepared and soil replaced. <br />fleclamation will proceed in accordance with procedures presented in this tab. <br />Internal Haul Roads. All haulage roads not designated as permanent roads will have road base <br />materials dozed into cut areas where they will be covered by Till material during the road grading <br />operations. The road area will be ripped approximately 18 inches deep. The site will then be graded, <br />soiled, and seeded (see Exhibits 12-9, Postmining Contour Map, and 13-1, and Postmining Vegetation <br />Types, and Tab 9, Attachment 1, Topsoil Management Plan and Schedulingl. Reclamation will <br />proceed in accordance with procedures presented in this tab. Permanent roads are described later in <br />this section. <br />Shop and Facilities. Assuming Seneca II does not receive any bonatide requests from the postmine <br />landowner to leave the mine office and facilities, all structures will be disassembled and the <br />foundations broken and buried in the solid waste disposal site as shown on Exhibit 12-2, Mining <br />Facilities Map, Any contaminated soil or fill materials will be properly disposed. Soil will be replaced <br />in accordance with Tab 9, Attachment 1, Topsoil Management Plan and Scheduling. The site will be <br />seeded with Seed Mix No. 1 and reclamation will proceed in accordance with Tab 13 provisions. <br />Powerlines. Power lines and power poles will be removed. The holes and any disturbance associated <br />with powerline removal will be reclaimed according to procedures specified in this tab. Several poles <br />may be left as raptor perches in interior reclaimed areas. If poles are to be retained as raptor perches, <br />they will not exceed more than 2 poles in 1600 feet. Requests for retention of poles will be submitted <br />to the postmine landowner and the Division for approval <br />Fences. Perimeter fences will be removed at the request of the postmine lantlowner when not <br />necessary to meet Tinal fencing configuration patterns for better pature use management or fencing <br />along property lines. Any disturbances associated with fence removal will be properly graded and <br />seeded with Seed Mix No. 1. Fencing removal costs are shown in Attachemnt 13-4. <br />Solid Waste Disposal Site. After burial of all mine debris that is appropriate for disposal in the solid <br />waste disposal area, the solid waste disposal site will be final graded, soiled, and planted with Seed <br />13-49 Revised 12104 <br />
