Section Chief, Colo Dept of Health
May 29, 1990 - page 2
Soil samples were taken immediately below the excavated waste oil tanks.
There was no evidence of any release associated with either the main
shop or light duty underground storage tanks.
However, a small release (<25 gallons) had occurred from the underground
tank located near the Tube/wash bay area. A crack at the top of this
fiberglass tank, apposite the inlet pipe, was detected. Apparently the
tank had been overfilled on one occasion thus releasing a small quantity
of waste oil. Approximately 2 cubic yards of contaminated material was
excavated with a backhoe and transported with the waste oil sludge by
Conservation Services, Inc. Appropriate soil analysis were conducted by
ACZ laboratories (BTEX and EP toxicity) with the results provided
within, Trapper concludes that the underground storage tank removal,
site assessment and reporting procedures were completed in a proles- _
sional, environmentally sound manner, and in accordance with all appro-
priate state and federal regulations, thus, no additional monitoring
will be conducted,
Finally, please find enclosed a photo-documentation of underground tank
removal at Trapper Mine during 1990, a proof of financial responsibility
as required by state and federal regulations, an updated Notification
for Underground Storage Tank Form, and an update Spill Prevention Con-
trol and Countermeasure (SPCC) plan for Trapper Mine which eliminates
verbiage pertaining to underground storage tanks and PCB's within the
mine permit area.
If you have any questions or concerns, please contact me.
Sincerely,
r ,_r-
. ~ O O
William Agnew uJ
Sr. Environmental Engineer
WA/jb
[CDOH\MAY23]
Enclosure
c: G.M.
