Ore, by-products, or waste materinl shall be stored or stockpiled <br />in such s manner as to prevent the production of agents or pollu- <br />tants that may harm or kill vegetative cover. <br />19. Lease operations shall be conducted in accordance with all <br />applicable Federal laws, regulations and standards, to the extent <br />consistent with the 1•Sineral Leasing Act of 1920, es amended (30 <br />U.S.C. secs. 181-263), hereinafter referred to as the Act, and <br />all applicable State laws, regulations and standards, to the <br />extent consistent with the Act and other Federal laws. <br />20.' The lessee shall, to the extent consistent with the Act and other <br />Federal laws, comply with the Rio Blanco County zoning resolutions, <br />subdivision regulations, and mobile home regulations, and shall <br />furnish three (3) copies of arty written approval required thereunder <br />to the Regional Mining Supervisor for transmiital to the District <br />Manager. , <br />21. Prior to coamenc:ing any on-the-ground activities, the lessee shall <br />submit to the Regional Mining Supervisor five {5) copies of a <br />mining plan which sets forth the operational steps to be followed <br />in complying with each surface management stipulation including <br />those items listed in Section 5 of Form 3520-3. Proposed access <br />routes and operational sites will be illustrated on a topographic <br />'map, 7 1~2 minut.e quadrangle, or aerial photograph when available. <br />This plan shall be approved by the Regional Mining Supervisor <br />after consultation with the District Manager in advance of arty <br />and all operations. <br />22.
