,• 2.05.4 (2) RECLAMATION TIIvIETABLE <br />CEC is intent on the discontinuation of coal mining operations at the Keenesburg <br />Mine, and the planned progression ofthis site to serve instead as an ash and mine <br />waste rock (A/MWR) disposal facility, as an integral part of the reclamation <br />process. At this time A-Pit is fully reclaimed. Other areas, including portions of <br />the access roads (formerly haul roads) to A-Pit and the south end of B-Pit, are in <br />various stages of reclamation. The Evaporation Ponds, which were situated in the <br />northwest corner of the permit azea and the Tipple facility, formerly located in the <br />northeast part of the permit area were removed and reclaimed during 1994 and <br />1995. CEC continues to work towards total reclamation of all areas not related to <br />the ongoing A/MWR disposal operations. <br />At the present annual A/MWR. disposal rates, about two (2) acres per year can be <br />backfilled and graded in the pit disposal areas. However, the placement of topsand <br />on such small areas often restricts normal heavy equipment movement. CEC <br />believes that when an azea of approximately 10 to 20 acres has been backfilled and <br />is readily available for topsanding, fertilizing and final revegetation, it should then <br />be done. CEC estimates that this opportunity may only occur once or twice before <br />the next permit renewal and during each 5-year period, thereafter. The largest <br />acreage parcel to be seeded will likely be linked to the last year of A/MWR <br />disposal, which is now estimated to be 2010. The stockpiled-soils and facilities <br />areas will also be ready for final reclamation at or about this same time. <br />CEC has been granted a variance in the requirement for contemporaneous <br />reclamation for the B-Pit area until March, 2004. This variance may need to be <br />extended for additional time periods, depending on the continued rates of A/MWR <br />disposal, and the extent of"air space volumes" requiring further disposal activity <br />to achieve final reclamation contour configurations for the site. <br />Based on agreement between CEC, CDMG, Weld County Department of Health <br />and Colorado Department of Public Health and Environment, memorialized in <br />Technical Revision 32, the East Perimeter Ditch, the West Perimeter Ditch and <br />Sediment Pond 2 join the previously approved Dugout Pond as permanently <br />retained surface features following mine closure. <br />CDMG is formally appraised of the reclamation activities at the Keenesburg Mine <br />through the Annual Hydrology and Reclamation Report (AHR report) which is <br />prepazed and submitted by CEC at the end of February of each year, unless <br />otherwise agreed. This report addresses the previous calendar year's reclamation <br />activities. <br /> <br />117 7/99 <br />
