Idettt{/leation, C/ass~rcation attd Standards <br />Identification: The faciUty discharges go to Foidel Creek, Fish Creek, and Middle <br />Creek Ihese receiving inters, including TYout Creek, are within segment 136 of <br />the Yampa River subbasin, Upper Colorado River basin. <br />2. Classification: Segment 136 es classified for the following uses: Recreation, Class <br />1; Aquatic L{fe, Class 1 (ColdJ; Agriculture. <br />3. Numeric Standards: The applicable standards for segment I3b which have been <br />assigned in accordance with the above classifuations can be found in 3.3.0 <br />Class~ations and Numeric Standards for the Upper Colorado River Basin (S CCR <br />1002-8). Refer to the previous renewal rationale for further discussions regarding <br />the applicable inter quality standards. <br />IV. PURPOSE OF AMENDMENT.• <br />This amendmem is being made ro: IJ change the compliance point for collection of grab <br />samples for ourfall 005 from the flume to the end of the discharge culvert; and 2) include an <br />additional wastewater source, mine drainage water, ra outfall 007. <br />• V DISCUSSION OF A,MENDMENT.• <br />In a letter dated Apri112, 1993 from Marcus Middleton of Cyprus Yampa Valley Coa! <br />Corporation (CYVCC), the permittee requested that the tin above changes for outfalLs OOS <br />and 007 be modified in this permit. These tin requests are discussed in more detail <br />following. <br />CYVCC requested that the compliance point for collection of grab samples be changed to the <br />to the end of the discharge culvert for outfa11005. This will avoid any potential effects from <br />the adjacent small area exemption flow drainage sources upon samples collected at this <br />outfall. The small area esemptian inters are drainages from the adjacem rock ftlter, haul <br />road(s), and embanlwtent areas. The distance that the sampling location will be moved from <br />the flume to the culvert is approximately 30 ro 40 feet. <br />CYVCC also requested that the permit be amended to allow for the drscharge of mine <br />drainage via outfall 007. Mine drainage is curremly either discharged via outfall 005, or is <br />diverted to the spoil aquifer adjacent to outfaU 007 and recycled for use underground. This <br />amendment xnuld allow for the routing of overflow coNaining mine drainage from the spoils <br />aquifer to outfall 007, along with direct routing of mine discharge to outfall 007. <br />Essentially, the only difference between the existing limitations for outfalls OOS and 007 is <br />that limitations exist for potentially dissolved silver for outfa1100S, and monitoring for this <br />parameter is required for outfa11007. Ibis was based upon previous cornnums prior to <br />issuance of the renewal permit (refer to pages 25-26 of the renewal rationale, dated February <br />• S, 1993). Since the previous monitoring data for silver at outfall 007 has had concemrations <br />much below the silver permit Jtinits for 005 (with most 007 concentrations below ar at the <br />minimum detection level used), this permit amendment will continue with monitoring for <br />potentially dissolved silver at outfal! 007. Also, since it is likely that the actual <br />
