Only surface runoff outfalls are eligible for relief (subject to these burden of proof <br />requiremenu). <br />Relief may be granted jot each discharge occusrence only w5en necessary and shall trot be granted when <br />the permittee has coturol over the discharge The panittee should endeavor to meet the prinraty <br />limitations whenever possible. ?he pernittee will need ro show that exceedence of the applicable <br />Imitations was caused by precipitation and no other source and that the discharge was beyond their <br />control. <br />aJ For rainfall, to xnive TSS and total iron limitations, it is necessary to prove that discharge occurred <br />within 48 hours after measurable precipitation has stopped. /n addition, to waive satleable solids <br />limitations, it is necessary to prove that discharge occurred within 48 hours after precipitation greater <br />than the 10.ytar, 24-hour event has stopped. <br />b) For snowmelt. to waive TSS and total iron !t»ritations, it is necessary ro prove that discharge occurred <br />within 48 hours after pond inflow has stopped. In addition, to waive senleable solids limitations, it is <br />necessary to prove that discharge occurred within 48 hours after pond inflow volume greater than the <br />10.year, 24-hour event has stopped. <br />Should a precipitation event or snowmen occur, the pertnittee shall submit adequate proof in order for an <br />exemption to be claimed. Said proof shall be submitted as an attachment to the Discharge Monitoring <br />Repon (DMR) for the appropriate period The Division shall duertnine the adequary of proof. As part of <br />this determination, the Division shall evaluate whether the petminee could have controlled the dscharge in <br />such a manner that primary limitations could have been tnet. Dissolved Solids): Jn compliance with the Reeulationsfor Implementation of the Colorado <br />River Salinirv Standards Throueh the NPDES Permit Proeram, the pmnittee has monitored jot total <br />dissolved solids on a quarterly basis. <br />Based on the combined TDS sampling data for outfalis OOI and 024 shown in Tables V-2 and V-3 and <br />estimations of the TDS contribution from the other outfalis, this entity's total discharge does not meet the <br />regulatory limitation of a maximum ojone ton per day (or 350 tons per year). The perminee submined a <br />salinity report dated March 7, 1988. After review of this report, the Division concluded that no TDS <br />limitations would be required. However, quarterly monitoring for rota( dissolved solids shall continue. <br />
