CESPK-CO-R Public Notice Number 199675208 <br />AREA DESCRIPTION: The proposed project site is located within a highly braided and <br />aggraded reach of the North Fork Gunnison River which exhibits high flow channel widths <br />of approximately 300 to 1,000 feet. The river is located at approximately 5,600 feet msl. <br />and is flanked by mesas dominated by fruit orchards and rural residences. The vegetation of <br />the riparian corridor adjacent the river has been severely affected by lateral erosion and is <br />represented by isolated galleries of mature cottonwood with an upland herbaceous <br />understory. <br />ADDITIONAL INFORMATION: The project site has been historically mined under the <br />provision that the discharge of dredged or fill material did not occur below the ordinary high <br />water elevation of the North Fork Gunnison River. The applicant's currt:nt proposal <br />requires a Department of the Army permit for the discharge of dredged and fill material for <br />a road crossing, bank stabilization and temporary berm construction. Furthermore, the <br />requirements set forth in the Corps of Engineers and U.S. Environmental Protection Agency <br />permit regulations amended on August 25, 1993, modified the defutition of "discharge of <br />dredged material" to include incidental discharges of dredged material associated with <br />excavation activities. <br />The applicant has requested water quality certification from the Colorado Department of <br />Public Health and Environment, Water Quality Control Division in accordance with Section <br />401 of the Clean Water Act. Written commehts on water quality certification should be <br />submitted to Mr. John Farrow, Planning and Standards Section, Colorado Department of <br />Public Health and Environment, Water Quality Control Division, 4300 Cherry Creek Drive <br />- South,-Denver; Colorado,- 80222=1530,,-on or before June 15; 1996.-- -- -- - - - -- - <br />The Colorado Department of Public Health and Environment, Water Quality Control <br />Division also reviews each project with respect to the anti-degradation provision in state <br />regulations. For the project which is the subject of this public notice, the Colorado <br />Department of Public Health and Environment, Water Quality Control Division has <br />preliminarily determined that this project will cause only temporary changes in water <br />quality. For further information regarding anti-degradation provision, please contact Mr. <br />Farrow at the Colorado Department of Public Health and Environment, Water Quality <br />Control Division, telephone (303) 692-3575. <br />The latest published version of the National Register of Historic Places and its monthly <br />supplements have been reviewed and there are no places either listed or recommended as <br />eligible which would be affected. Further cultural resources review is not warranted <br />because the permit area has been extensively modified by previous work. <br />This activity would not affect any threatened or endangered species or their critical habitat. <br />The District Engineer has trade this determination based on information ,provided by the <br />applicant and on the Corps' preliminary investigation. <br />Interested parties are invited to submit written comments on or before June 15, 1996. Any <br />person may request, in writing, within the comment period specified in Phis notice that a <br />public hearing be held to consider this application.
