•o <br />US Army Corps <br />of Engineers <br />~,,~~ <br />~~ <br />~~ <br />Sacramento District <br />1325 J Street <br />Sacramento, CA 95814-2922 <br /> <br />III IIIIIIIIIIIII III ~ ~ . <br />u~~~C NOtICe <br />Public Notice Number: 199675208 <br />Date: May 16, 1996 <br />Comments Due: June 15, 1996 <br />In reply, please refer to the Public Notice Number <br />TO WHOM TT MAY CONCERN: <br />SUBJECT: Application for a Department of the Army permit under authority of Section <br />404 of the Clean Water Act (CWA) and for water quality certification under Section 401 of <br />the CWA to discharge dredged and fill material and continue excavation activities at the <br />North Fork Gunnison River, as shown in the attached drawings. <br />APPLICANT: Farnsworth Construction and Gravel Company, 1494 Highway 133, Paonia, <br />Colorado 81428. <br />LOCATION: The project site is located at the North Fork Gunnison River, approximately <br />1.0 mile west of the Town of Paonia within Section 1, Township 14 South, Range 92 west, <br />Delta County, Colorado. ' <br />PURPOSE: To place riprap, construct a river crossing and two (2) alluvial berms, and <br />excavate alluvial material form the river for resale as construction materials and aggregate. <br />PROJECT DESCRIPTION: The applicant proposes to annually harvest between 30,000 <br />and 49,000 cubic yards of alluvium from outside the low flow channel of the river. <br />Excavation will be conducted to a depth of 10 feet during low flow periods and will be <br />complimented by the annual construction and removal of temporary alluvial dikes (berms), <br />not to exceed approximate dimensions of 400 feet long, 10 feet wide and,6 feet in height. It <br />is probable that only one berm would be constructed each year to facilitate alternating <br />excavation sites. The berms) would be sited at different locations annually along the <br />affected stream reach on any given harvest year, and removed on an annual basis prior to <br />spring runoff periods. Not more than 400 linear feet of streambank on either bank of the <br />river would be bermed annually. The applicant also proposes to discharge approximately <br />350 cubic yards of dredged and fill material for construction of a low-water culverted <br />crossing of the river for access between properties located on both banks of the river. <br />Additionally, the applicant also proposes to place 2-foot and greater diameter riprap as <br />needed at critical bank erosion sites. Bank protection will be performed throughout the <br />project area commensurate with erosion protection needs and the availability of suitable <br />riprap material. <br />ALTERNATIVES: An alternatives analysis has not been performed for this project. An <br />analysis will be performed by the applicant and/or the Corps of Engineers prior to issuance <br />of a Department of the Army permit for the proposed project, to determine if there is a less <br />environmentally damaging practicable alternative to the proposed action. <br />
