<br />(ii) Procedures for handling materials that are toxic or acid-forming to <br />ensure reclamation of affected lands can be found in the 112 Permit <br />Application, Exhibit E and the Preliminary Response Plan. <br />(iii) Prevention of off-site impacts is addressed in the Groundwater and <br />Surface Water Monitoring Plan, the Subsidence Monitoring Plan, the <br />Preliminary Response Plan, and the Wildlife Mitigation Plan. <br />(c) Not applicable. American Soda's mining operations will not result in acid <br />mine drainage. <br />(7) Cased Solution Mining Wells <br />Techniques employed by American Soda, to establish the effectiveness of the <br />cased solution mining wells as EPFs, are addressed in Section (16) of this <br />document. <br />Well Field Piping <br />Specifications and procedures establishing the effectiveness of the well field <br />surface piping network as an EPF can be found in Section (16) of this document <br />and in the Well Field Spill Plan (Appendix G) of the Preliminary Response Plan. <br />Ponds <br />Specifications establishing the effectiveness of the 13-acre evaporation pond as an <br />EPF will be submitted as a technical revision prior to initiation of construction of <br />the pond. <br />Specifications for the stormwater retention pond have been submitted to the <br />DMG as a technical revision. Please refer to the letter dated April 16, 1999, <br />providing this revision. This pond is not expected to contain toxic or acid- <br />forming materials. However, in the event of a large spill, this pond may provide <br />an additional level of containment as discussed in Section (7)(d) of this <br />document. <br />Processing Facility <br />The Preliminary Response Plan addresses measures to be taken in the event of a <br />spill at the Piceance Site processing facility. Smaller spills will be managed with <br />floor sumps, chemical absorbents, and preliminary response measures. <br />Employees will be trained to effectively manage spills of this nature. In the event <br />of a major spill that cannot be contained in the processing area, a system of <br />stormwater ditches will route spilled material to the stormwater retention pond. <br />Once contained in the stormwater pond, spilled material will be managed as <br />specified in the Preliminary Response Plan, Section 7.0, Response Measures. <br />(8) (a) Surface water within the lease area and its relationship to the Piceance Site <br />and the well field are illustrated in the 112 Permit Application, Exhibit C, Figure <br />A-3 <br />
