An Initial Approval (IA) Permit allows the plantar
process equipment to be constructed and begin
operation. When an air pertntt N required, tt is illegal

In order to receNe a Final Approval Permit for your
surtace mining efts ar equipment, you must oerNfy
compliance with your Initial Approval Permtt. Th~ self-
ceAifirretlon process must be cornpMted within 160 days
(six months) of being issued an Mitlal Approval Permit.
After 1rf0 days, the APCD must finalize the permit or
determine to continue or revoke the penntt.
Certifying corttpliance with fire IA permit for a surface
mining site typically involves submitting a Final Approval

Certifying compliance with the IA permit for process
equipment typically involves submittktg a Final Approval
Self Certification Form and the required opacity test
results (i.e., either a 8-minute opacity reading a a 1-3
hour opacity reading may be required depending on the
type and design rate of the equipment). The APCD can
assist you !n determining the opacity readkrga required
for your equipment.

and Screens
Owners ar operators of surface mining operetions are
typically required to obtain an IA permit for process
equipment prio- to operating fire equipment at the site.
However, Colorado House Sip 1326 provides some
flexibtilty for reporting and permitting crushers and
screens. Under House Btil 1328, the owner or operator
of a permided sand and grevel pR or crushed stone
quarry may bring a new crusher or screen (and the
engines that are integral to those crushers and screens)
onsite and begin operation of this equfpmerrt by
submitting an APEN to the APCO. SubmNsbn of an

the APCD (by adding a rate to the APEN Corm) that you

Applicable Fees
APEN Flung Fp: A ftiing fee of 5119.96 is required to

Annual Emission Fess: All sources requked to file
APENs must pay annunt air emissbn fees. The APCD
bills each source that ~ subject !b an APEN an annual
fee of 113.54 per ton of rxiteria pollutanffi emitted and
190.34 perton Bran-crtterta (hazardous air polutants)
emtted. Fees are not assessed for fugitlve duet
emissions. Invoices aro mailed in Marsh through June of
each year. Fees are subject to change by the
legislature on an annual basis.
Psrrrritting Fees: The APCD assesses a permitting fee
based on the amount of time it takes the APCD to
process the appiicatbn. The current processing fee is
559.98 per how. These fees are also subject to change.
