Colorado Department of Public Health and Emrirorrment <br />Air Pollution Cordrol Division <br />Air Quality Requirements <br />for Surface Mining <br />Operations <br />ff you own w operate a surface mining operetion, <br />including a sand and grovel ptt, borrow pit, or quarty, you <br />may need to report orb emissions to, or obtain an air <br />pernR from, the Air Potiutbn Control Division (APCO) at <br />the t.olorado Department of Publk Health and <br />F_mironment (CDPHE). ThN document provides an <br />overview of the ak pollution reportlrtg and pennittktg <br />requirements that apply to Colorado suAace mkting <br />operations. <br />What Must Be Reporteal? <br />The APCD regulates air pollutants released from surface <br />mining operetione and from tite equipment used at <br />mining sues. Surface mkting activities and mining <br />equipment (such as gushers and screens) release <br />fugitive duet that can be carried from the site by the <br />wind. In addition, many surface mining operations use <br />generators fueled with natural gas. oil, propane, or diesel <br />that release byproducts of comixtadat such as vdatlle <br />orgwtic compounds (VOCs), carbon manwdde (CO), <br />nitrogen oxides (NOx}, and sulfr dioxbe (SOZ - K sulfur <br />is present in the fuel). Emtssione of fuguhre duet and <br />/uel tzmbustiart hurt exceed certain thresholds moat be <br />reported tb the APCD through the aubm~aiort of an Air <br />Pollutant Embsion Notice (APEN). Almost all surface <br />mining operations arW assodated equipment require ore <br />ftling of an APEN. Th~ form <br />requires information about the equipment such ~ th <br />type of equipment, make, model, and serial number, <br />hours ~ operation, and quantity of material processed <br />through the equipment. Grouping equipment onto a sine <br />General ADEN r:art ttNp you avoid exfre ADEN flung <br />tees. <br />What Must Be Penrtltted? <br />Based on the information provided on the APF~1, the <br />APCD will detertnata whether an arc pertnu is required <br />for your surface minktg operation and/or equiprttertt. As <br />a rule of thumb: <br />Surface mining operations that mine over 70,000 <br />torn of product materiel per year (i.e., raw material <br />removal or processing for sale, which carid &tdude <br />top sou, overburden, and raw material) almost <br />always require an air permit.
