• Design and Construction. Light-use roads will be field engineered to follow the existing <br />topography as much as practicable. Topsoil will be removed and stockpiled in accordance with <br />WFC's topsoil salvage plan. The horizontal and vertical alignment will be dictated by the <br />topography and the need to avoid obstructions. Light-use road surfacing material will be <br />adequate for the use of the road. Acid or toxic-forming substances will not be used in the road <br />surfacing. Light-use roads will be maintained to minimize erosion and to allow passage of <br />traffic. <br />Reclamation. WFC will reclaim alight-use road when it is no longer needed in accordance <br />with the reclamation plan. The road will be closed to vehicular traffic. The natural drainage <br />patterns will be restored. All culverts will be removed. Roadbeds will be ripped, plowed or <br />scarified. Cut and fill slopes will be rounded or reshaped and blended into the surrounding <br />topography. Cross drains, dikes or water bars may be constructed to control erosion as <br />required. Road surfaces from which topsoil has been removed will be covered with topsoil and <br />revegetated in accordance with the reclamation plan. <br />Public Roads -West 5th Road <br />Mining and reclamation activities will be conducted within 100 feet of current public roads. <br />However, when blasting or any other mining activities which could create a potential safety <br />hazard are occurring, public access will be prevented and traffic will bypass the specific work <br />area while such activity is being conducted. These activities will be sequenced in a manner to <br />allow public travel through the area on other public roads in the immediate vicinity. <br />In the New Horizon 2 area, there is a single lane dirt road approximately 0.57 miles long which <br />extends to the west of West 5th Road (see Exhibit 2.05.3-1). This road is used by the City of <br />Nucla for access to the city sewage lagoon and several residences who live along this road. <br />These residences will be relocated or alternative access will be provided as required by the <br />Montrose County Commissioners. The Montrose County Commissioners granted Peabody <br />(and by succession, WFC) permission to temporarily close this road during mining (see <br />Attachment 2.05.3(3)-4, County Agreement). WFC will reclaim the road after mining and <br />reopen the road to meet or exceed the terms of the Montrose County Road Closure Agreement. <br />The portion of 5th Road that wiN go through Pond 007 was designed by a Professional <br />Engineer and the design can be seen in Attachment 2.05.3(7). <br />Support Facilities <br />i <br />(REVISED 12100) 2.05.3(3) - 20 <br />
