• The access roads at the mine site wilt be designed with appropriate ditches, grades, and <br />culverts to control erosion and runoff. All access roads will be constructed basically "on-grade" <br />and the location will be partially limited by the grades of the existing or postmining areas. <br />Stream fords will not be used during construction of roads unless approval is first obtained from <br />the regulatory authority. <br />Location. WFC will locate access roads on ridges or on a stable slope in order to minimize <br />erosion. No part of any access road will be located in the channel of an ephemeral stream <br />where the upstream watershed is larger than one square mile and in intermittent or perennial <br />streams unless specifically approved by CDMG. Stream fords of an ephemeral stream when <br />the upstream watershed is larger than one square mile and intermittent or perennial stream will <br />be approved by CDMG before construction proceeds. All other stream crossings will consist of <br />culverts in flowing streams, consistently wet areas, and in ephemeral channels as necessary to <br />allow passage and to minimize disturbance of the hydrologic balance. Access roads will utilize <br />culverts designed to safely pass the 10-year, 24-hour precipitation event. Ditches and drainage <br />control will be established during construction and maintenance of the roads to minimize <br />erosion and to assist traffic passage. <br />Design and Construction. The design of the access roads incorporate the demand for <br />• mobility and travel efficiency, based on the geometric criteria appropriate for the anticipated <br />volume of traffic, weight and speed of the vehicles to be utilized. <br />Access roads will be designed and constructed or reconstructed in compliance with the <br />standards outlined under haul road construction in order to control erosion and disturbance of <br />the hydrologic balance. Topsoil will be removed and stockpiled in accordance with WFC's <br />topsoil salvage plan. <br />Drainaae. Each access road not within areas disturbed by mining and reclamation activities <br />will be designed, constructed and maintained to have adequate drainage following the criteria <br />outlined under the haul road construction. <br />Maintenance. Access roads will be inspected and repaired following the outline for the haul <br />road. Magnesium Chloride solution may be utilized to control fugitive dust. The solution will <br />have an approximate concentration of 30% and will be applied at a rate of one-half gallon per <br />square yard of surface area. The solution of Magnesium Chloride will be applied 'by a <br />commercial company specializing in this product and will be dispensed from a truck with <br />approximate 16 foot spray bars.
