<br />The loadout area will be an area of the pit which will be flat <br />and large enough to allow the gravel trucks to turn around, <br />house a working stock pile and allow a front-end loader to load <br />the trucks. The loadout area may be relocated during different <br />phases of the operation. The loadout area is not a structure, <br />per say, it is a work area. -' <br />Reclamation will occur after the mining of the pit is <br />completed. <br />I am enclosing a seeding plan for the topsoil berm, the plan, <br />as provided from the United States Department of Agriculture, <br />Natural Resources Conservation Service, allows for five <br />different seed mixes. Fremont County will consult with <br />N.R.C.S. and B.L.M. and based on their input and seed <br />availability will use one of the five or a combination of the <br />seed mixes. <br />RECLAMATION PLAN: With B.L.M. being the land owner and the <br />authority issuing the Free Use Permit, then Fremont County must <br />comply with their recommendations concerning operation and <br />reclamation of the pit. With this in mind please amend Exhibit <br />D of this application to include B.L.M. "Special Stipulation, <br />Item a", which states the following: <br />The final pit walls will be re-contoured to a slope <br />of 3:1 (H:V) or lower, with the possible exception <br />of the south wall where resistant bedrock may force <br />a highwall. This south wall will be benched or <br />backfilled with material so that a slope at least as <br />low as 2:1 (H:V) can be achieved, <br />However please keep in mind the statement uses terms such as <br />"possible exception" and "may force" because the County nor the <br />B.L.M. knows exactly what will be encountered. Because of the <br />uncertainty, as to what may be encountered it is almost <br />impossible provide bench configurations. The County does not <br />have the equipment necessary to perform hardrock mining nor <br />would the material taken from such a venture be conducive to <br />the County's needs. Fremont County has no plans to conduct on <br />site blasting. <br />If more material than the topsoil is necessary at reclamation <br />time, then material from the pit will be used as a base <br />material, with a topsoil cover or off site material will be <br />purchased and hauled to the site. <br />
