02/28/1994 13 27 FROM US EPA - RB WTR MGT DIU TO 98328106 P.09
•
were none in 1978), as well as bats, beneficial insects and wildlife. The pollution and noise from the
asphalt plant could destroy this balance we worked so long to achieve.
Just east of the proposed site are winter roosting grounds for neazly 50 bald eagles as well as
summer nesting grounds for herons, geese, ducks and other wildlife. Asphalt pollution and dust wi71
be borne over this area by the prevailing winds, and could have a very detrimental effect on the
wildlife.
The noise of the machinery and increased heavy truck traffic will do the same. United
Companies says it wr71 mine 1.2 million tons of aggregate, which will require approximately 100,000
truckloads. That's 10,000 trucks per year! The noise from these and the dozers, as well as the plant
w171 be enough to permanently disturb not only our peace, but the peace of the wildlife. This mustn't
come to pass!
3) Oil need in the production of asphalt will pollute the ground and water. No asphalt
rnmpany is capable of operating without spills and leaks. The numerous trucks well also add to this
and the ground will be permanently damaged.
4) Tye asphalt plant will Create an eyesore and reduce the value of sarronnding property as
well as tLreaten our livelihood. I help run a quiet retreat center and the noise, pollution, disturbing
industrial activity and truck traffic wall do tremendous damage to the peace of this center. Peace and
pastoral beauty are the very poinu that attract our clientele.
5) United Companies lacks respons'bility in safety. Their spokesman stated they will not put a
chainlink safety fence azound the operation. He claimed this would interrupt the migratory routes of
the deer and elk in the area. In fact, the entue operation will interrupt these animals -- deer and elk
shy away from active industrial sites. This excuse on the part of United holds no water. Their reason is
most likely they don't wish to put out the expenditure in order to secure the site from children, etc.
I hope you will consider denying permits to United Companies on this site. No one in this area is in
favor of their operation. United has many options, but has chosen this site due to its proximity to two
other counties that don't want asphalt operations in their borders. A few dollars saved for them, a
lifetime of misery for us.
Please, let us enjoy the peace, beauty, clean air and security of our farmlands without this threat.
Peace of mind is necessary to my survival, NOW, not in the future, not AFTER an industrial
operation destroys all that I've worked for. The promise of reclamation can never take the place of
undisturbed pasture now in my view.

:'` ~i~~
?ri 1::.. ~> ..
Thank you,
