Experience has demonstrated that 6 inches of topsoil is inadequate to support a <br />strong vegetative community unless the sub-soil is of adequate depth to allow <br />sufficient water holding capacity, particularly, if the sub-soil is te-constructed out <br />of coazse materials such as lazge grained sands or waste gravel. Given the <br />extensive amount of overburden that will need to be removed and replaced at this <br />site, it should be a simple matter to develop a material handling plan that will <br />replace sub-soil in sufficient quantities prior to topsoil replacement such that <br />those areas where revegetation is part of the plan will have the best opportunity to <br />succeed. This may require the sepazation of topsoil and subsoil stockpiles or the <br />salvage and reservation of more topsoil. Please revise the narrative and maps as <br />necessary to describe how this will be accomplished. <br />4. Rule 6.4.5 (2)(e)(i) requires an estimate of the periods of time which will be <br />required for the various stages or phases of reclamation. Please provide such an <br />estimate. <br />5. Rule 6.45 (2)(e)(ii) and (iii) require a description of the size and location of each <br />area to be reclaimed during each phase, and an outline of the sequence in which <br />each state or phase of reclamation will be carried out. The relationship between <br />the azeas to be reclaimed and the various phases of reclamation are not explicitly <br />described. Please clarify. <br />6. Rule 6.4.5 (2)(f)(iii) requires a description of any fertilization that will be applied. <br />Please respond accordingly. <br />Rule 6.4.7 Exhibit G -Water Information <br />The depth of proposed mining appears sufficient to directly affect ground water. <br />Therefore, Rule 6.4.7 (2)(b) requires identification of all known aquifers. Please <br />provide the required description. In addition, Rule 3.1.6 requires that disturbances to <br />the prevailing hydrologic balance of the affected land and of the surrounding area and <br />to the quality and quantity of water in surface and groundwater systems both during <br />and after mining and reclamation shall be minimized. You have stated that some <br />impacts may be observed to surrounding wells as the result of de-watering and that <br />you will continue to study groundwater effects and pursue mitigation strategies if <br />significant effects aze identified through the course of study. In addition, DRMS <br />received a letter of concern from a groundwater user that is approximately 1,000 feet <br />north and west of the proposed site. They have a groundwater well that provides <br />drinking water to residential users and aze concerned about both quantity and quality <br />once mining and reclamation begin. <br />As a result of the information you have provided indicating potential groundwater <br />impacts along with the additional concerns raised, the potential impacts and suggested <br />mitigation strategies must be more clearly identified and addressed prior to issuance <br />of a permit. Please identify all anticipated impacts to the surrounding hydrologic <br />
