'The soil and parent material is rated for suitability using <br />Table I-3 of revised '.iDEQ-LQD Guideline No. 1. The estimated average depth <br />represents mean values for suitable topsoil material in each unit. <br />h. NON-TOXIC FILL OR SUBSOIL OUALI'TY EVALUATIONS <br />'The proposed source of non-toxic fill is the subsoil or substrata underlying <br />topsoil and overlying hard bedrock in the waste disposal areas. This relatively <br />deep alluvium was sampled and evaluated for che.nical and physical characteristics. <br />'This material will provide the four-foot non-toxic cap over the waste before <br />redistribution of topsoil. The upper portions o£ the fill will become part of <br />• the root zone while the lower portions confine the waste. <br />'The subsoil quality was determined by sampling representative sites in the waste <br />disposal areas. The sampling was performed in conjunction with the drilling <br />program for evaluation of waste pile and sedimentation pond dssign parameters. <br />Seven sites ware selected for sampling with efforts concentrated in early areas <br />of disturbance.
