Public Notice Comments (continued) <br />The Colorado Mining Association submitted comments. Their primary <br />concern indirectly applies to this permit. They seek coverage similar to <br />the Scormwater Management Plan (SWMP) for application to s[ormwater <br />discharges from coal miming facilities that, due co the existence of <br />discharges other than surface runoff, are covered under individual <br />permits. Their desire was to apply this general permit with its SWMP <br />provisions [o these ocher facilities. The Division intends to cover <br />these facilities initially under the Ceneral Permit For Scormwater <br />Discharges From Mining Facilities. As these individual permits come up <br />for renewal, the stormwater oucfalls would be addressed through a plan <br />similar to the SWMP in c}pis permit. The mining permit is being drafted <br />now and the Division anticipates submitting it for public notice in June, <br />1992. <br />The Division contacted the Colorado Mined Land Reclamation Division <br />(CMLRD) to see if they had comments. They stated that the verbal <br />comments made to the Division prior to the official public notice date <br />were their only concerns. Since these comments were incorporated into <br />[he draft permit, no changes should be necessary to satisfy the CMLRD. <br />The renewal permit is being issued with the modifications described in <br />this section.
