Permit Changes (continued) <br />Other chanees: She boiler plate Language in Part I. Section C., and Part <br />II. is being revised to reflect the more condensed language currently <br />used in individual permits. Where changes were necessary to reflect the <br />differences between general permit requirements and individual permit <br />requirements, such changes have also been made. <br />No ocher significant changes are being made co this general permit. <br />III. Reporting <br />There have been occasions where specific permictees have not properly <br />followed the Noncompliance Notification Requirements specified in Parc <br />II.A.3. of the permit. Where a request for relief from total suspended <br />solids and total iron and/or settleable solids limitations is desired, <br />the permittee must also submit the documentation specified under Part <br />I.B.1.d) - Burden of Proof Requirements. Failure to do so may result in <br />enforcement action and/or revocation of authorization to discharge under <br />the general permit. <br />IV, Whoie Effluent Toxicity (WET) Testing <br />Section G,9.7(2)(a)(i)(A) of the Regulations For the State Discharge <br />Permit System 6.1.0 (SCCR 1002-2) exempts facilities certified under this <br />general permit from WET costing requirements. <br />V, Antidegradation <br />The discharges certified under this permit are not reviewable waters <br />pursuant to section 3.1.8(3)(a) of [he Basic Standards and Methodologies <br />for Surface Waters 3.1.0 (SCCR 1002-2). <br />Jon C. Kubic <br />January 16, 1992 <br />VI. Public Notice Comments <br />Verbal Comments were received by EPA Region VIII. Theiz primary concern <br />related to the compliance date for construction and/or related <br />activities. The draft permit stated that this dace was three years after <br />the effective date of the permit. It was [he Division's intention to <br />state that attainment of operational level would occur as soon as <br />possible, but in no event later Chan three years after,che permit becomes <br />effective. The final permit will clarify this [o indicate chat the <br />Division will permit reasonable timetables for construction with <br />appropriate completion dates; but, the latest date acceptable for <br />completion will be June 30, 1995. A long construction schedule will be <br />approved only if major construction is required, The Division will <br />ensure that no construction schedule is excessively long. <br />
