Cattany <br />RE: Rick Ensminget; File No. M-2002-068 Acting Division Director <br />Ensminger Pit; Adequacy Review <br />Dear Mr. Ensminger, <br />Listed below are adequacy review comments for the Ensminger Pit 110 Application, File No. M-2002-068. <br />The Division of Minerals and Geology (Division) is required to make an approval or denial decision no later <br />than Tuly 26, 2002, therefore, your response to the following adequacy review concerns should be submitted to <br />the Division as soon as possible. <br />1. As required by Rule 1.65 (2), please submit the proof of publication of the public notice circulated in the <br />local newspaper, all owners of record of surface lands that are within 200 feet of the boundary of the <br />affected land, and any easement holders. Proof of notice may be return receipts of a Certified Mailing or <br />by proof of personal service. <br />2. Rule 6.2.1(2) General Requirements of Exhibits The maps submitted by the applicant must be signed by a <br />registered land surveyor, professional engineer, or other qualified person, and given the date prepared. <br />3. Rule 6.3.3 Exhibit C- Mining Plan Please address the following items in the mining plan; <br />• Please specify the estimated dates that mining will commence and end. <br />• Please estimate the depth to which topsoil will be salvaged for use in the reclamation process. <br />• The applicant states that the topsoil piles will be seeded with vegetation to prevent soil erosion. <br />Please specify the slopes of the topsoil piles, the temporary seed mixture to be used on the piles and <br />the method and application rate for seeding the piles. The Division recommends a combination of 2-3 <br />of the species noted below be applied on the stockpiled material at a rate of IS lbs./acre. <br />- Western Wheatgrass <br />- Smooth Bromegrass (or Mountain Brome) <br />- Slender Wheatgrass <br />- Sideoats Grama <br />- Intermediate Wheatgrass <br />• The applicant states that supply of the resource to be mined is undetermined. However, please <br />approximate the thickness of [be material to be mined. <br />• The applicant states that the creek is subject to periodic flows during heavy runoff. To ensure the <br />protection of [he hydrologic balance, please specify the location of all equipment, oil, grease, etc. that <br />will be used during the mining operation. In addition, [he applicant will need to describe the measures <br />to be taken to minimize the disturbance to the hydrologic balance, prevent off site damage, and <br />provide for a stable configuration of the reclaimed area.
