MONTI'ORING REQUIREMENTS . <br />Where, based on a minimum of 5 samples, the pet7ttittee demonstrates to the :satisfaction of the Division that [Ite <br />level of TDS in the efFluent can be calculated based upon the level of electrical conductivity, the permittee may <br />measure and report TDS in [ernts of electrical conductivity. <br />3. Biosolids Parameters <br />a) The permittee shall identify the annual biosolids production rate on a dry weight basis, in the Annual Biosolids <br />Report (see Part I, Section D.3). <br />b) If biosolids from the treatment Facilities are disposed of at a solid waste disposal site or applied to land for <br />beneficial use*, the following requirements apply. <br />The discharge of solid waste to land for disposal is regulated by the Colorado Solid Wastes Disposal Sites :md <br />Facilities Act (30-20, Part 1 CRS 1973). The Act requires that either a Certificate of Designation be issued by <br />the appropriate board of county commissioners for any disposal site located within an unincorpora[ed portion of <br />a county, or that approval be granted by the appropriate governing body of an incorporated portion of a county <br />for any disposal site located within that incorporated azea. Biosolids are considered, by defutition, <br />[30-20-101(6)] to be a solid waste. <br />Section 30-20-102(6) provides an exemption from t}te Certificate of Designation requirement for biosolids which <br />aze used in a beneficial mawer and aze designated as mee[ing all applicable regulations of the Deparanent. The <br />application of biosolids to agricultural or disturbed land as a soil conditionerlfertilizer is subject to the Colora~ <br />Biosolids Regulations 64 (SCCR 1002-64). Biosolids disposed of in this manner shall comply with the <br />requirements of these Regulations. <br />c) If land application is practiced the permittee shall monitor biosolids quality as follows. Results of monitoring <br />shall be included in the Annual Biosolids Report (see Part I, Section D.3). <br />(I) Upon the effective date of this permit, all chemical pollutants, pathogens and applicable vector attraction <br />reduction requirements shall be monitored per the following schedule. <br />ANNUAL BIOSOLIDS PRODUCTION d [ons FRE UENCY <br />less dtan 319 once er ear <br />320 to less than 1.650 once er uarter <br />1,651 to less than 16.500 once er two mon[hs <br />16.500 and realer monthl <br />(ii) If this facility does not collect samples on a regular basis because sampling occurs from long-term treatuien[ <br />piles, compost piles, drying beds, etc. a sampling and analysis plan is to be prepared and submitted to the <br />Division and to EPA within 90 days of issuance of this permit. If, when the permit is issued the permittt:e <br />was not sampling in this manner but a change in process necessitates this form of sampling, then the plazt <br />must be submitted 30 days before the change occurs. This plan is to detail how representative samples are <br />to be obtained and should include elemen[s presen[ed in Section 2.13 of the later[ version of the £PA <br />Region VIII Biosolids Management Handbook.
