Biosolids Managglttent Practices (continued) <br />• <br />(7) For biosolids that are sold or given away, either a label shall be affixed to the bag or similar enclosure <br />or an information sheet shall be provided to the person who receives the biosolids. The label or <br />information sheet shall contain: <br />A. The name and address of the person who prepared the biosolids for sale or give away for <br />application to the land. <br />B. A statement that prohibits the application of the biosolids to the land except in accordance with the <br />instructions on the label or information sheet. <br />C. When biosolids which aze sold or given away do not meet the monthly average pollutant <br />concentrations in Part I.A.2.a), the annual whole biosolids application rate for biosolids which do <br />not cause the annual pollutant Loading races in Part I.A.2.a)(iii). to be exceeded. <br />(8) Biosolids subject to the cumulative pollutant loading rates in Part I.A.2.a)(I) shall not be applied to <br />agricultural land, forest, a public contact site, or a reclamation site if any of the cumulative pollutaat <br />loading rates in Part I.A.2.a)(I) Gave been reached. <br />(9) If the permittee applies the sludge, it shall provide the owner or ]ease holder of the land on which the• <br />biosolids are applied aotice and necessary information to comply with the requirements in this perotit. <br />(ii) Soecial Conditions on Biosolids Storage <br />Permanent storage of biosolids is prohibited. Biosolids shall not be temporarily stored for more than two <br />years. Written permission to store biosolids for more than two years must be obtained from the Division. <br />Storage of biosolids for more than two years will be allowed only if it is determined that significant <br />treatment is occurring. <br />(iii) Change in Biosolids Treatment System or Use/DisQgsal Practice <br />The permittee must inform the Division and the EPA at least 180 days prior to any significant change in the <br />biosolids generation and handling processes at the plan[ and any major change in use/disposal practices. <br />This includes, but is not limited to, the addition or removal of biosolids treatment units (e.g., digesters, <br />drying beds, etc.) and/or any other change which would require a major modification of the permit (e.g., <br />changing from land application to surface disposal). For any biosolids that are landfdled, the requirements <br />in section 2.12 of the latest version of the Region VIII Biosolids Management Handbook should be <br />followed. <br />3. Compliance Schedule -Influent Flow Measuring Device (Outfall 004) <br />The permittee shall install a continuous influent flow recorder for the domestic wastewater treatment facility (outfall <br />004) within 90 days aher the permit becomes effective.
